Senior Procurement Business Manager

Overview

In this Senior Procurement Manager role, you will lead complex procurement initiatives within NHS Wales, delivering value, savings and compliant contracting. You will work within NWSSP’s Cwm Taf Morgannwg local team to drive innovative procurement solutions that support patient outcomes and service quality. You will engage cross‑functional stakeholders, manage risk, and shape category strategies in a dynamic, high‑profile environment. Responsibilities

• Lead complex EU procurement and contract management with oversight of timelines and budgets
• Coordinate project planning, costings, and purchases aligning with revenue and capital plans
• Deliver savings and measurable business indicators through strategic procurement initiatives
• Build and maintain relationships with internal and external stakeholders to enable consensus
• Develop and implement e‑procurement strategies including e‑tendering, auctions and catalogue management
• Ensure compliance with legal, probity and NHS procurement policies
• Manage and mentor staff within the procurement team to achieve targets
• Monitor performance and benchmarking to drive continuous improvement

Key requirements

• Expertise in EU procurement and contract management
• Project planning and deadline management experience
• Proven track record of delivering savings
• People/staff management experience
• Knowledge of legal, compliance and probity issues
• Experience handling complex/high‑value procurements on time and within budget
• Understanding of NHS Health Board procurement processes
• MCIPs accreditation

• Excellent communication, written and oral
