PCN Operations Director

Overview

In this role you lead the day-to-day operations of the Rugby Health PCN, translating strategy into smooth delivery across 12 GP practices. You will work closely with the Clinical Director and Board to ensure safe, compliant, and efficient operations at scale, focusing on governance, contractual delivery, HR, and finances. You’ll drive workforce expansion under ARRS, monitor DES funding, and steward stakeholder relationships to improve patient outcomes. This role offers a strategic, hands-on opportunity to shape proactive, integrated primary care in the network.

Responsibilities

• Governance, assurance and risk management across NHS England, ICB and company requirements; maintain SOPs, data protection, health and safety, and governance records
• Contractual management and compliance for DES and local schemes, KPI reporting, activity data, and DES objectives adherence
• Oversee financial management, budgeting for PCN/ARRS/DES, funding bids, payroll processes, and external accounting coordination
• Workforce strategy and HR management, ARRS recruitment/integration/retention, staff development, and policy compliance
• Drive digital transformation with IT infrastructure alignment, GDPR compliance and sharing best practices
• Stakeholder engagement and system leadership, acting as senior operational link to member practices, ICB, IPC and other partners
• Support operational governance and clinical lead duties as required
• Any other duties as requested by Clinical Lead or PCN Board

Key requirements

• Understanding of NHS structures, GP contracts and Primary Care policy
• Strong governance, risk management and regulatory compliance experience
• Excellent interpersonal and stakeholder management skills
• Experience in general practice with knowledge of practice systems and processes
• Ability to make decisions under pressure and manage conflicting priorities
• Strategic planning and translating strategy into operational delivery
• Driver with access to own transport
