Clinical Reviewer for Care (Education) and Treatment Reviews in East of England
We are seeking experienced health and care professionals to join our pool of Clinical Reviewers (Independent Clinical Experts) for Care (Education) and Treatment Reviews (C(E)TRs).
Please note: Previous experience of participating in Care and Treatment Reviews (CTRs) and/or Care (Education) and Treatment Reviews (C(E)TRs) is an desirable requirement for this role.
As a Clinical Reviewer, you will work as part of an independent review panel alongside an Expert by Experience and a delegated Chair to review the care, treatment and, where applicable, education arrangements of children, young people and adults with a learning disability and/or autistic people who are at risk of admission to hospital or are currently receiving inpatient care.
The role involves providing an independent clinical perspective, offering a respectful, professional challenge and scrutiny, and supporting robust, person-centred reviews that ensure people receive the right care, at the right time, in the right place. Reviews aim to improve the quality of care and treatment, reduce unnecessary lengths of stay and support timely discharge planning.
Main duties of the job
You will not have employee status.
Care, (Education) and Treatment Review (C(E)TRs) provide the opportunity that the care and treatment are effective and that they are supported to leave hospital as soon as possible. This is through key lines of enquiry (KLOE) and subsequent recommendations.
C(E)TRs are carried out by an independent panel of people. This includes a commissioner who funds the person’s care (‘Chair’ – or a person delegated on behalf of East of England PC), an expert by experience (EbE), who is an autistic person or a person with a learning disability or a family carer with lived experience of services. The panel also includes a clinical expert who is qualified to work in health & care.
The East of England Provider Collaborative (EoEPC) includes six NHS trusts delivering specialised mental health and learning disability, autism inpatient care.

- Participate as an independent member of the C(E)TR panel.
- Review clinical information and relevant documentation in advance of the review.
- Meet with the individual, their family and professionals involved in their care.
- Apply the C(E)TR Key Lines of Enquiry and your clinical expertise to assess care, treatment and support arrangements.
- Contribute to the development of clear, evidence-based and outcome-focused recommendations.
- Work collaboratively with the Chair and Expert by Experience to ensure that the person’s voice remains central to the review.Support the completion and quality assurance of the final review report.
Person specification
Education/Qualifications
- Be qualified and provide evidence of current registration with a relevant regulating professional body and in good standing with their specialist professional organisation (e.g. NMC, HCPC).
Experience
- Bring clinical experience of working with Individuals that have a diagnosis of learning disability/autism.
- Bring clinical experience of working with services, commissioners or providers that enable discharge from hospital and / or developing support to live in the community
- Have substantial and demonstrable experience of community models of support for people with learning disabilities and/or autism who may have additional needs such as a mental health need. This may be either as an inpatient or supported in the community.
- Have substantial and demonstrable experience of supporting someone and their carers who use services, where the system is challenged by a person’s care needs
- To follow best practice and refer to NICE guidelines
- Experience of participating in Care and Treatment Reviews (CTRs) and/or Care (Education) and Treatment Reviews (C(E)TRs)

- Be able to make holistic assessments of individuals as well as their family, social and physical environment and how these relate to emotional and behavioural aspects of the person.
