Transform is a fresh alternative to Big Consulting. As an end-to-end transformation partner, we define, design, build and operate systems that solve our clients’ toughest challenges and seize their biggest opportunities. That often means combining strategy, data, AI, technology, and change management. Sometimes we manage and operate the systems we create; other times, we hand it over for the client to run – standing by to make improvements when things change. It all comes down to making an impact: improving lives, supporting citizens, streamlining workflows, and making the world a better place. We specialise in public sector and public-facing organisations—from government agencies and local authorities to energy, utilities, transportation and healthcare. We also work for some of the world’s most dynamic brands across automotive, retail, financial services, and consumer goods.
In 2024, Transform acquired Cadence Innova, the UK’s leading public sector change consultancy. The result is a fresh kind of partner: together, we’re able to deliver change from the very first ideas through to deployment—building on our deep relationships at every level of government.
We’re part of the Next 15 group, a multi-national organisation spanning over 25 brands. We combine the financial robustness and breadth of services of a large organisation, with the nimbleness and innovation of a smaller brand.
If you are keen to help us build the workforce of the future, we should talk.
We’re all in! That’s what gets us out of bed every day. We hope you feel the same.
The Role, Public Sector Bid Specialist
You will own and elevate the quality of Transform’s public sector proposals, ensuring they are not only compliant and competitive, but also deeply aligned with social impact, cultural fit, and emerging public sector priorities. You’ll drive strategy, frameworks, and capability so that every bid succinctly articulates Transform’s values, is compelling in narrative, demonstrates measurable social / environmental / cultural benefits, and meets or exceeds evaluation criteria.
Key Responsibilities
- Establish bid quality standards and review processes for all public sector tenders (PQQs, RFPs, RFIs, ITTs etc.)
- Support writers from practices in win theme and storyboarding sessions, including building an understanding of Transform’s solutions so that they can support the writing of responses around it
- Perform or lead internal reviews of draft responses – ensuring clarity, consistency, compliance, persuasive content, correct tone, cultural alignment
- Support bid writers from the Transform practices in refining outline or draft responses – adding content, shortening, making consistent across questions
- Work with the Framework Manager to maintain and refine a bid library / knowledge base of best answers, case studies, proof points, metrics (especially social impact & culture) to speed up drafting and ensure consistency, including development and maintenance of AI / tech solutions in this space
- Lead bid-strategy development for major tenders: win themes, differentiators, value proposition, social value articulation, cultural fit
- Monitor public sector policy, procurement rules, social value / Social Impact frameworks (e.g. public services social value legislation in the UK, relevant TOMs / other frameworks), to ensure bids are compliant and optimised
- Analyse past bid successes / failures to learn what works (especially in social impact and culture) and feed continuous improvement
Social Impact & Cultural Fit Focus
- Define how Transform frames social impact (employment, diversity, community benefit, environmental benefits etc.) in proposals; ensure robust metrics, case studies, and delivery evidence
- Ensure that “cultural fit” (Transform’s values, working style, inclusivity, team / partnership approaches) are woven into proposals – not just in statements but in demonstrated behaviour
- Engage with stakeholders (internal and external) to gather social impact inputs, community or partner data, evidence, stories
Stakeholder Management
- Work closely with bid teams: subject matter experts, operations / delivery, finance, legal to pull together high-quality content
- Partner with the leadership teams to ensure alignment between strategic goals, brand / positioning, and what’s being promised
- Liaise with external partners (e.g. community organisations, CSR / sustainability bodies) where needed to support social impact commitments
Process & Governance
- Design / enforce a structured process for bid governance: timelines, responsibilities, review cycles, version control
- Ensure bids meet all procurement / regulatory / legal / compliance requirements (both general bidding rules & those specific to social value etc.)
- Maintain risk assessment for bids and mitigation strategies (both commercial risks and reputational / delivery risks for social impact / cultural claims)
Measuring, Reporting & Improvement
- After bid submissions (and ideally after outcomes), gather feedback and data to assess performance: win rate, scores / feedback, how social impact elements were viewed, where cultural fit scored or didn’t
- Use that to improve templates, content, bid strategies
- Report on key metrics to senior leadership: quality, social impact delivery vs promise, compliance, cost of bid effort etc
Key Skills & Experience
- Extensive experience in public sector bidding / tendering in the UK (central government, local government, health, education etc.)
- Solid understanding of procurement law, frameworks, social value obligations / legislation (e.g. the Public Services (Social Value) Act, relevant PPNs, TOMs or other measurement frameworks)
- Strong track record of developing and winning bids where social impact / cultural alignment figured heavily
- Excellent written and verbal communication; persuasive writing, storytelling
- Strong project management: managing multiple bids, deadlines, cross-functional contributors
- Comfortable with ambiguity; balancing speed with quality
- Attention to detail, high standards of accuracy and consistency
- Strong stakeholder management, able to influence senior leadership and delivery teams
- Analytical mindset: able to use data / feedback to drive improvement
- (Desirable) Formal bid qualification or membership (e.g. APMP). Experience in evaluation / scoring panels or understanding scoring methodology.
