Construction Assurance Manager

Overview

In this role you help drive HMRC Estates property transformation by providing design, construction and operational assurance across built environment projects. You will work within the intelligent client function to shape briefs, oversee design and procurement, and ensure delivery aligns with estate standards. You’ll help manage risks, coordinate external teams, and support continuous improvement of project governance and digital tools. Responsibilities

• Provide technical assurance across construction and built environment activities from briefing to post-completion
• Review and challenge project briefs, design proposals, costs and delivery strategies
• Prepare consultant briefs, technical specifications, scopes of work and project requirements
• Coordinate outputs of external consultants, contractors and specialist suppliers
• Ensure compliance with contracts, governance requirements, design standards and CDM
• Support risk management, dependencies, operational readiness, handover and defects management
• Develop standards, guidance, governance, digital tools and assurance processes across projects
• Translate technical information into clear advice for technical and non-technical audiences

Key requirements

• Degree-level qualification in a relevant built environment discipline, or equivalent professional experience
• Experience delivering or assuring built environment projects across multiple lifecycle stages
• Experience coordinating external consultants, contractors and suppliers
• Experience preparing consultant briefs, scopes of work or technical requirements
• Knowledge of professional services appointments, construction contracts and performance management
• Knowledge of project governance, risk management, programme management, quality management and statutory compliance including CDM
• Strong stakeholder management, communication and influencing skills with ability to provide technical assurance
