Job overview

NHS Northamptonshire ICB and NHS Leicester, Leicestershire and Rutland ICB HR and OD Support Officer to join our People Team and help shape a positive employee experience across our Cluster organisation.

This varied and rewarding role offers the opportunity to support a wide range of HR and Organisational Development activities, including employee relations, staff engagement, wellbeing initiatives, organisational development programmes, workforce data analysis, learning events and culture change projects.

You will work closely with managers, staff, partners and colleagues to deliver practical HR and OD solutions that support our people and organisational ambitions.We are looking for someone with experience in an HR or OD environment, strong organisational skills, excellent communication abilities and a genuine passion for supporting people and teams.

Interviews will take place on 13th October 2026 at County Hall in Leicester

Main duties of the job

  • To provide professional, comprehensive and timely Human Resources (HR) and Organisational Development (OD) advice and support to managers and staff, across the People Service portfolio (e.g. employee relations, organisational development interventions).
  • The post holder will need to build and maintain constructive working relationships with internal and external stakeholders.
  • Support planning, coordination, and delivery of HR, OD and engagement activities
  • Provide advice and support to managers on general HR/OD related issues and queries.
  • Manage and respond to queries into the HR/OD inboxes

Working for our Integrated Care Boards will require you contributing to a shared purpose of improving outcomes for the communities we serve as part of a wider health and social care system. The organisation’s ethos is rooted in integrity, collaboration and accountability, with a strong focus on putting its patient population at the centre of everything it does and delivering services to improve patient outcomes, patient experience and added years of optimised health. As part of the newly formed cluster bringing together NHS Northamptonshire ICB and NHS Leicester, Leicestershire and Rutland ICB, staff are expected to work flexibly and collaboratively across organisational boundaries to support a joined-up approach to strategic commissioning and service improvement. There is an expectation of 40% on patch working, with office bases at County Hall, Glenfield, Leicester and Haylock House, Kettering. Staff can choose which office is their primary base for contractual purposes and travel claims.

This role will require a minimum of 2 days ‘on patch’ working in Leicestershire, Northamptonshire and Rutland in our 2 main offices or partner sites

Detailed job description and main responsibilities

  • Support delivery of the NHS Strategic Commissioning Framework and LNR Operating Model.
  • Support work programmes within the LNR People and OD Strategy.
  • Maintain records, reports, and databases in line with project plans, statutory and governance requirements.
  • Provide operational support to the HR and OD teams in accordance with an annual work programme and key deliverables.
  • Work with managers and Staff Side representatives to develop a culture of healthy employee relations, harmonious partnership working, staff involvement and engagement.
  • Participate in the local implementation of the ICB’s Health and wellbeing agenda.
  • Assist with promoting, monitoring, evaluating and reporting of HR, OD and engagement initiatives
  • Support and advise managers on employee relations casework as delegated by the People Services Senior Lead/Senior People Services Manager, to include sickness, conduct, performance, grievance and harassment issues.
  • Support with OD interventions, including facilitating as delegated by Senior OD Manager.

Person specification

Knowledge, Training and Experience

  • Demonstrable knowledge of HR / OD practice (e.g. employment law / the OD Consultancy cycle) through training and / or experience to degree level (or equivalent)
  • Certificate in Personnel Practice and willingness to work towards CIPD Qualification
  • Experience in an operational HR or OD role, covering a range of responsibilities across the employee life cycle (e.g. employee relations management, facilitation)
  • Experience of advising on application of terms and conditions of employment / organisational policies
  • Knowledge of administrative procedures, project management or information analysis
  • Advanced knowledge of IT systems including MS suite of packages (including co-pilot / AI) and information systems relevant to role
  • Previously worked in similar position within the public sector

Please note, there is an requirement for all positions at Bands 8b and above to be part of a On Call rota.

All new entrants to the ICB for a permanent position will be subject to a 6 month probationary period. For new entrants appointed on a fixed-term basis, the probationary period is between 1 and 6 months.
