Job overview

The post holder will lead agile, product-led delivery for EM-ACE, ensuring that advanced analytics and data science work is focused on high-value problems, delivered iteratively, adopted by users and evaluated for measurable benefit. This is not a traditional waterfall project management role.The role requires a senior data professional or transformation leader with strong understanding of analytics/data science delivery, product management, benefits realisation, stakeholder influence and practical organisational delivery.The post holder will turn complex operational problems into prioritised use cases, maintain the EM-ACE backlog and roadmap, coordinate multidisciplinary delivery, unblock risks and dependencies, and ensure that products demonstrate value, reusability and learning across EMAP.

Main duties of the job

  • • Lead the EM-ACE product and delivery operating rhythm: discovery, prioritisation, sprint planning,demos, retrospectives, decision logs and benefits tracking.
  • • Ensure work focuses on small numbers of high-impact, reusable use cases rather than fixed-scopeproject plans that produce late or theoretical outputs.
  • • Connect senior stakeholders, operational users, data scientists, data engineers, analysts, informationgovernance teams and FDP partners so that delivery keeps moving.
  • • Demonstrate value through early usable outputs, adoption evidence, benefit measures, learning loopsand a strong month 8 business case for scale and sustainability.

Person specification

Qualifications

  • Masters level qualification or equivalent senior experience in analytics, data science, digital product delivery, transformation, improvement, operational management or a related field. Evidence of continuing professional development.
  • Formal training/certification in agile, product management, service design, user research, improvement, benefits realisation or evaluation. • Professional registration/membership through AphA, BCS, APM, Agile Business Consortium, Product community or similar.
  • Significant experience leading delivery of analytics, data science, data products, digital products or intelligence-led transformation in a complex organisation.
  • Experience in NHS/healthcare analytics, FDP/Foundry, BI, data science, population health, operational improvement or cross-organisational data collaboration.

Agile and product capability

  • Proven ability to lead iterative delivery using product thinking, user stories, prioritised backlogs, sprint planning, demos, retrospectives and feedback loops.
  • Experience as product manager, delivery manager, agile lead, service owner or similar for data/analytics/digital products.

Benefits and value

  • Experience defining benefits, baselines, adoption metrics, outcome measures, balancing measures and evaluation approaches for change or analytical products.
  • Experience producing business cases, value cases, benefit realisation reports, economic evaluations or investment cases.

  • Strong understanding of how analytics and data science products are developed, assured, adopted and evaluated, including limitations and risks.
  • Hands‑on analytical/coding experience, or prior management of analysts/data scientists/data engineers.

Governance, ethics and IG

  • Understanding of information governance, data protection, ethical data use, equality impact, clinical/operational safety and safe deployment of analytical products.
  • Experience coordinating DPIAs, data sharing, model governance, equality impact assessment or operational safety review. .

  • Highly proactive, practical, resilient and delivery focused. Able to get things done through influence, clarity, relationships and disciplined follow‑through. Evidence of building a high‑trust, learning‑oriented delivery culture across professional or organisational boundaries.
