Overview
As a Learning & Development Specialist, you will design and deliver workforce development initiatives that support the council’s learning strategy. You’ll facilitate corporate training, run engaging workshops, and help managers and employees build essential skills. You’ll evaluate training impact and collaborate across services to ensure initiatives deliver measurable outcomes. This role sits in the Talent, Recruitment and Development team, contributing to a culture that values caring, collaboration and continuous learning. It’s an opportunity to shape learning experiences at scale within a dynamic public-sector environment.

Responsibilities
- Design and deliver learning interventions and training programmes
- Facilitate corporate training sessions and workshops for diverse audiences
- Support managers and staff to develop skills to thrive
- Administer training programmes and track participation
- Evaluate training effectiveness and measure outcomes
- Collaborate with colleagues and external providers to strengthen learning culture
Key requirements
- Experienced facilitator with engaging delivery style
- Excellent communication and organisational skills
- Solid understanding of adult learning principles
- Ability to build strong relationships with stakeholders at all levels
- Proactive and adaptable with good prioritisation
- Experience using learning tools and technologies
- Ideally hold or be willing to work towards a recognised L&D qualification
