Overview

In this Senior Strategy Manager role, you lead complex strategy and delivery engagements for public sector clients within the ER&I sector, translating policy priorities into concrete delivery models. You’ll shape strategic options, manage cross‑functional teams, and strengthen GPS capabilities in energy, resources and infrastructure. You’ll engage senior civil servants and regulators, driving practical delivery from strategic choices. Responsibilities

  • Lead complex strategy engagements from scoping to delivery
  • Direct rigorous market, financial and organizational analyses to build an evidence base
  • Apply understanding of ER&I markets, regulation, technology and capital investment to client problems
  • Build trusted relationships with senior clients and facilitate strategic decisions
  • Provide direction and support to multidisciplinary teams
  • Develop propositions, shape opportunities, and convert relationships into work
  • Contribute to published thinking, events and account activity to strengthen market position
  • Lead strategy work for public sector clients and strengthen GPS delivery capability
  • Staffing, knowledge management, and developing ER&I Strategy team capabilities
  • Move from strategic choices to practical delivery with cross‑firm expertise

Key requirements

  • Direct experience of strategy, policy, transformation or programme delivery for public sector organisations
  • Strong knowledge of at least one ER&I sector with understanding of government, regulators, investors and supply chains
  • Understanding forces reshaping public sector energy and infrastructure priorities (decarbonisation, affordability, security, digital tech, AI)
  • Ability to lead multidisciplinary teams and deliver complex public sector engagements
  • Experience translating policy objectives into strategies, business cases, operating models or implementation plans
  • Ability to combine policy, economic, commercial, financial and organisational evidence for robust decisions
  • Experience aligning government objectives with market capacity and investor requirements
  • Comfort working with senior civil servants, regulators and industry leaders
  • Public sector business development experience including shaping propositions and procurement responses
  • Experience using artificial intelligence in research, analysis and client delivery
  • Strong academic track record and willingness to travel
