Overview
As Procurement Officer you will drive end-to-end procurement across the council, ensuring best value, compliance, and continuous improvement. You’ll work in the Strategic Procurement team to support projects from inception to contract management, building strong supplier relationships and delivering training. You’ll analyse procurement needs, review templates, and monitor budgets to meet targets, while supporting reporting and spend analysis. This role combines advisory work, project delivery, and governance within the public sector to enable efficient, compliant procurement outcomes.

Responsibilities
- Provide professional procurement support and timely advice to internal stakeholders and partners
- Lead procurement projects from inception through tendering and contract management
- Develop and maintain strong supplier and internal customer relationships; deliver training on procurement processes
- Research, analyse and propose innovative procurement solutions; review procurement templates and guidance documents
- Monitor budgets and financial information to ensure project targets are met
- Support Procurement Manager with monitoring and reporting activities; oversee spend analysis and deputise when required
Key requirements
- Proven procurement experience, ideally in the public sector
- Knowledge of procurement regulations, including PA23 and PCR2015
- Excellent communication and negotiation skills
- Strong analytical and problem-solving abilities
- Ability to work flexibly, manage competing priorities, and meet deadlines
- IT proficiency and experience with procurement and contract management platforms
