Delivery Manager

Overview

In this role you drive end-to-end delivery of complex digital services, working across multidisciplinary teams to translate product strategy into achievable plans. You’ll lead agile delivery, remove blockers, and ensure outcomes meet scope, budget, and quality. You’ll collaborate with product managers, balance user and business needs, and advance government-aligned delivery practices. Responsibilities

• Lead end-to-end delivery of complex digital services within scope, budget, time, and quality requirements
• Provide hands-on agile delivery leadership across multidisciplinary teams, including Scrum Master responsibilities
• Remove blockers and manage dependencies to optimize delivery flow
• Collaborate with Product Managers to translate strategy into delivery plans
• Lead teams across delivery, product, engineering, architecture, QA, business analysis, and UX disciplines
• Ensure user-centered design disciplines are integrated throughout delivery
• Support services through the GDS delivery lifecycle (Discovery to Live) and Government Service Standard
• Plan and coordinate GDS service assessments and implement recommendations
• Maintain delivery controls (plans, RAID logs, dependencies, governance reporting) and stakeholder communications
• Hands-on management of Jira and Confluence (backlogs, workflows, dashboards, documentation)
• Manage delivery across complex environments (system integration, legacy, cloud, third parties)
• Provide transparent reporting on progress, risks, finances, and outcomes to stakeholders
• Build trusted relationships with clients, stakeholders, and teams; mentor less experienced colleagues

Key requirements

• Extensive experience leading complex digital or technology delivery in government or public sector
• Strong practical knowledge of agile delivery methods with experience in traditional/hybrid approaches
• Experience leading multidisciplinary teams including product, engineering, QA, business analysis and UX
• Understanding of delivery manager and product manager accountabilities and cross-functional collaboration
• Experience with GDS service lifecycle and Government Service Standard
• Experience preparing teams for GDS service assessments and implementing recommendations
• Advanced hands-on experience with Jira and Confluence, including backlog management and reporting
• Knowledge of software delivery lifecycle (Discovery to Live) and service improvement
• Experience with delivery planning, risk/issue management, and governance reporting
• Ability to manage system integration initiatives and multi-vendor delivery
• Excellent facilitation, coaching and servant-leadership skills
• Strong stakeholder management and clear, constructive communication
• Recognised agile delivery or Scrum Master qualification or equivalent experience
• Willingness to work in a hybrid model and travel occasionally
