Lead thegrowth strategy for Littlewood Group across the South East,maximising revenue and market share from existing regulated utilityfencing frameworks while building sustainable positions in adjacentsecurity-critical infrastructure markets. The role will developsenior client relationships, create opportunities ahead of formalprocurement and position Littlewood as a partner of choice forfencing, perimeter security and related infrastructure acrossdefence, custodial/prisons, data centres and other SEMD andCritical National Infrastructureenvironments.
Geographic andMarket ScopeThe role will have a primarygeographic focus on London, the Thames Valley, Kent, Sussex,Surrey, Essex, Oxfordshire and the M4 corridor, together withrelevant East Anglia and national opportunities where the clientrelationship or strategic ownership sits within theregion.
The role willhave:
Primary business developmentownership for:
- Thegrowth of existing regulated utility fencing frameworks.
- Market expansion of physical perimeter protection,fencing, gates, barriers and associated securitysolutions.
- Development of Littlewood’ positionin adjacent markets including data centres, defence, custodialfacilities and other CNI/SEMD environments.
- Strategic relationships and opportunities whereLittlewood are the principal route to market.
Wider portfolio responsibilityfor:
- Identifyingopportunities across water and wastewater, electricity transmissionand distribution, gas and wider energy infrastructure, highways andtransport, data centres, defence and other infrastructuremarkets.
- Developing relationships which havethe potential to create opportunities for the widerbusiness.
- Bringing relevant Group capabilitiesinto client discussions where this strengthens the overallproposition.
- Working collaboratively withexisting central Business Development, sector and account leadswhere established ownership already exists.
- Ensuring opportunities are transferred into theappropriate business development and governance process rather thanestablishing duplicate pursuit activity.
Business DevelopmentGovernanceThe role is intended tocomplement, rather than replicate, the central Business Developmentfunction. Where sector, customer or strategic account ownershipalready exists, the Head of Business Development – South East willwork in partnership with the relevant lead, contributing regionalrelationships, market intelligence and opportunity developmentwhile maintaining a single coordinated approach to theclient.
KeyResponsibilities
Maximiseexisting regulated utilityframeworks
- Developaccount growth plans for each priority framework, identifyingaddressable spend, current share, forward programmes and competitorpositioning.
- Build relationships beyondoperational contacts into procurement, commercial, assetmanagement, capital delivery, security and senior clientstakeholders.
- Increase share of wallet,geographical coverage and service penetration, with particularfocus on opportunities identified before work packages arereleased.
- Monitor framework pipeline, tenderactivity, win rate, revenue and margin, and implement recoveryplans where performance is below potential.
Develop strategic clientrelationships and createopportunities
- Ownkey account plans and stakeholder maps for strategically importantclients, with structured engagement and regular accountreviews.
- Understand client investmentpriorities, security and resilience challenges, procurementstrategies and unmet needs, moving engagement from transactionaltendering toward earlier strategic dialogue.
- Create opportunities through early contractorinvolvement, solution development and relationships withconsultants, designers, Tier 1 contractors and deliverypartners.
Diversifyinto adjacent high-securitymarkets
- Developtargeted market-entry plans for defence estates and criticalfacilities, custodial/prison estates, hyperscale and colocationdata centres, and wider CNI/SEMD infrastructure.
- Prioritise markets where Littlewood has a credible rightto win by leveraging its fencing, security, utility andinfrastructure delivery track record.
- Establish relationships with asset owners, developers,principal contractors, facilities management providers andstrategic supply-chain partners.
Own pipeline, capture andconversion
- Build andmaintain a robust South East opportunity pipeline, categorised byvalue, probability, timing and strategic importance, with clearweighted and unweighted visibility.
- Leadqualification and win strategy for priority opportunities,including client drivers, competitor positioning, commercialapproach, pre-tender engagement and bid/no-bidrecommendations.
- Work with estimating,commercial, operations, bids and HSEQ from opportunityidentification through tender, negotiation and award, ensuringgrowth is both profitable and operationally deliverable.
Provide market intelligence andgrowth strategy
- Maintain insight into customer investment programmes,framework renewals, government and regulatory investment,competitor activity, emerging security requirements and routes tomarket.
- Translate intelligence into clearrecommendations on where Littlewood should compete, invest, partneror choose not to pursue.
- Develop annual andthree-to-five-year South East growth plans aligned with the widerbusiness strategy.
- Develop potential M&Apipeline and support the execution of acquisitions
Experience andQualifications
CandidateProfile
- Significantbusiness development, key account or commercial growth experiencewithin infrastructure, utilities, security, construction or anadjacent sector.
- Demonstrable successdeveloping senior client relationships, creating opportunitiesbefore formal procurement and converting them into sustainablerevenue.
- Strong understanding of frameworkcontracting, infrastructure procurement and commerciallydisciplined pipeline management.
- Exposure toregulated utilities and/or secure infrastructure is highlydesirable; experience in fencing is advantageous but notessential.
- Strategic, entrepreneurial andcollaborative, with strong commercial acumen, credibility and theability to influence both customers and internal deliveryteams.
Initial12-Month Priorities
- Complete a review of all South East utility frameworks,including addressable market, current performance, stakeholdermapping and top growth opportunities.
- Implement strategic account plans for priority customersand establish measurable framework growth and pipelinetargets.
- Develop market-entry plans fordefence, custodial/prisons, data centres and wider CNI/SEMDopportunities, creating a credible pipeline in at least twoadjacent sectors.
- Demonstrate increasedutility framework pipeline and secure initial contract wins thatbroaden Littlewood’ South East customer base.
