Preconstruction Project Manager

Overview

In this role you lead the preconstruction bid process in the Wales & West region from Exeter, guiding cross-functional teams to win two-stage/negotiated tenders. You shape commercial strategy, manage risks, and ensure bids meet time, budget, and quality targets. You’ll collaborate across internal and external stakeholders to understand client ‘Why’ and drive sustainable, value-driven proposals. This is a pivotal role for advancing Willmott Dixon’s preconstruction capabilities.

Responsibilities

• Motivate and lead bid teams (internal estimators, design/MEP professionals; external supply chain and consultants)
• Develop and implement the commercial strategy for bids
• Manage customer expectations through health checks and maintain strong relationships
• Develop project strategies aligned with sustainability objectives
• Monitor progress, identify risks and opportunities, and initiate corrective actions
• Foster continuous professional development and best practices within the team
• Maintain a one-team approach from preconstruction to operations
• Coordinate inception workshops with customers to capture the ‘Why’ and drive bid excellence

Key requirements

• Experience in managing diverse technical inputs and leading bid processes
• Background in construction roles such as Operations, Planning, Commercial, Design or Estimating is helpful
• Proven track record in delivering successful projects and complex construction schemes
