Overview
As Senior Change Manager, you will lead change control at programme and project levels for NHS Trust capital delivery schemes. You will work with the PMO core team to embed proactive change processes and align them with the digital strategy. You’ll shape functional requirements for a digital change control solution and drive adoption across the programme. Your work will span technical, financial, schedule, scope, and risk domains to enable timely, auditable decisions. This role offers impact across healthcare construction delivery with a strong focus on collaboration and continuous improvement.

Responsibilities
- Develop and embed change processes within the PMO and across the programme
- Integrate programme change control with the digital strategy and develop functional requirements for a digital change control solution
- Coordinate change control across all programme delivery areas (technical, financial, schedule, scope, commercial, risk) and ensure embedding at programme and project levels
- Identify opportunities to streamline change control processes and maintain baseline integrity with auditable records
- Manage change control activities, monitor trends, and learn from outcomes to drive continuous improvement
- Support strategic delivery decisions with timely submission and reporting of change data, aligned with risk management
- Provide assurance, training and stakeholder support to ensure understanding and consistent application of change control
- Build and maintain relationships with Trusts and cross-functional teams to implement effective local change control processes
- Ensure change proposals are consistent through collaboration with change owners and functional leads
Key requirements
- Experience in change control methodologies across programmes
- Strong client and stakeholder management skills
- Previous change control/project controls experience in a major construction project or programme
- Experience rolling out new processes across matrix organisations
- Understanding of functions within project controls
