Overview

As an AD/PD Quantity Surveyor in our Defence practice, you will lead end-to-end cost management on complex commissions for high-profile clients. You’ll act as the main client interface, delivering value through robust cost planning, procurement, and post-contract cost control. You’ll work within an integrated project controls team to optimise budgets and drive projects toward successful delivery. Responsibilities

  • Act as Commission Manager for end-to-end service delivery on large or complex commissions
  • Lead client interface to ensure objectives are met through value-added cost management
  • Conduct feasibility studies and write procurement reports
  • Apply Value Management techniques with involvement from the Value Management team
  • Own and present final cost plans and manage estimating and cost planning
  • Manage procurement processes across pre-qualification, enquiry, analysis, selection and contract preparation
  • Oversee post-contract cost variances and change control
  • Oversee cost checking and valuation work; produce monthly post-contract cost reports for clients
  • Lead value engineering and life cycle costing
  • Negotiate final accounts and secure agreement
  • Interface with client and other consultants across project stages
  • Lead a cost management team where appropriate
  • Develop new business opportunities with existing and new clients
  • Identify cross-selling opportunities and support bid construction with Directors
  • Improve cost management procedures, templates and products
  • Mentor/guide junior cost management staff and contribute to resource management
  • Contribute to knowledge management and defence estimating capability

Key requirements

  • Qualification in Estimating, Quantity Surveying or Cost Engineering
  • Experience in Infrastructure sectors (rail, air, power, highways)
  • Proven ability to compile and deliver complex estimates and cost models
  • Experience in an integrated Project Controls environment
  • Experience with single-sourced, non-competed public procurement
  • Strong MS Office skills (Excel, Word, PowerPoint)
  • Excellent client-facing communication skills
  • Desirable professional body membership and/or degree
  • Defence sector experience and early-stage estimating in major infrastructure
  • Familiarity with estimating software packages
  • Excellent written and verbal communication
