Overview

As Senior Land & Property Officer you will lead property work across the Council’s portfolio, supporting regeneration and value for money. You will collaborate with cross-functional teams to deliver landlord/tenant activities, acquisitions, disposals, and valuations in line with policy and the RICS red book. The role combines strategic oversight with hands-on delivery, mentoring junior staff and driving continuous improvement. This is a chance to shape Leeds’ property strategy in a dynamic, public-sector context.

Responsibilities

  • Manage a portfolio of Council-owned properties with landlord/tenant activities, investments, disposals and acquisitions
  • Sign off valuations in accordance with council procedures and the RICS red book
  • Supervise and develop junior staff within the land & property team
  • Co-ordinate property transactions to deliver efficient, customer-focused services within budgets and timescales
  • Provide valuation and property advice to other directorates and support cross-Council projects
  • Contribute to ongoing service improvements and cross-department initiatives
  • Engage effectively with residents, businesses, politicians and partners to achieve positive outcomes
  • Support regeneration and development initiatives through property-led strategies
  • Ensure compliance with health and safety and procurement policies
  • Engage with elected members and stakeholders to deliver open and accountable governance

Key requirements

  • MRICS qualified commercial surveyor (RICS accredited degree)
  • Degree qualification or equivalent experience; professional RICS membership
  • Experience in negotiating and delivering complex property transactions
  • Strong understanding of property development, planning, and funding arrangements
  • Experience in a public sector/politically sensitive environment
  • Ability to lead, coach and manage staff and cross-functional teams
  • Knowledge of contract procedures and financial management relating to property services
