Overview

As a Senior Estates Surveyor, you will provide strategic property advice across a diverse portfolio, supporting the Estates Commissioning Manager and broader Council priorities. You will lead complex real estate transactions, collaborate with internal teams and external partners, and help shape large-scale land assembly and asset management initiatives. The role focuses on maximising property value, delivering MTFS-aligned programmes, and ensuring governance compliance. This is an opportunity to influence major property decisions within a public-sector estate portfolio.

Responsibilities

  • Lead a broad range of property and estate initiatives, including land assembly for infrastructure and regeneration
  • Manage acquisitions and disposals through internal teams and specialist consultants
  • Oversee land and asset rationalisation, income generation from commercial and smallholding estates
  • Ensure compliance with property law, governance processes and best practice
  • Develop, negotiate and implement property solutions aligned with strategic objectives
  • Prepare business cases, option appraisals and briefing reports for senior stakeholders
  • Deliver programmes supporting Council Plan priorities, MTFS targets and capital receipts
  • Prioritise and manage revenue and capital investments in line with lease obligations and long-term estate strategies

Key requirements

  • Land assembly and site acquisition strategies with management of valuations, acquisitions and disposals by consultants
  • Managing a diverse portfolio: operational assets, commercial property, rural smallholdings
  • Managing commercial lettings and income-generating assets to maximise returns
  • Compliance with property law, estate management best practice and local government governance
  • Interpreting service requirements and developing/negotiating/implementing property solutions
  • Preparing business cases, option appraisals and briefing reports for governance bodies
  • Delivering programmes that support Council Plan, MTFS and capital receipt targets
  • Managing revenue and capital investment to align with lease obligations and asset strategies
