Overview

In this role, you lead end-to-end bid and proposal management to drive global growth in defense and law enforcement markets. You will coordinate cross-functional inputs, ensure compliant and high-quality submissions, and manage timelines across international procurement processes. The role sits within Team Wendy and collaborates with a global commercial team to win competitive bids. You will shape proposals to align with customer requirements and regulatory standards, delivering measurable impact on win rates.

Responsibilities

  • Lead full lifecycle of bids and proposals (RFIs, RFPs, RFQs, ITBs, unsolicited) for global defense customers
  • Conduct Bid/No-Bid assessments and align with strategy, risk, and resources
  • Develop compliant, compelling proposal submissions aligned to customer criteria
  • Manage internal reviews and executive sign-off
  • Translate tender requirements into structured responses
  • Plan bid kick-offs, establish timelines, and assign ownership across stakeholders
  • Coordinate Legal, Finance, Product, and Sales inputs for complete submissions
  • Oversee final proposal production ensuring consistency and on-time delivery
  • Maintain bid schedules and milestones with strict deadlines
  • Lead post-submission reviews to capture lessons learned and improve win rates
  • Ensure bids comply with international procurement regulations (EU Directives, NATO, UN/Interpol)
  • Review contractual terms with Legal, assess risks (export controls, ITAR)
  • Ensure proposals address technical, operational, and contractual defense/public safety requirements
  • Maintain a centralized library of approved proposal content and templates
  • Drive continuous improvement of bid processes, tools, and governance
  • Support governance to increase efficiency and win probability
  • Proven experience with structured bid methodologies and governance
  • Proficiency with Shipley capture planning and proposal writing advantageous
  • Strong written communication for clear proposal content
  • English required; Spanish beneficial
  • Experience working across global teams in complex environments
  • Familiarity with proposal management tools and CRM systems beneficial

Key requirements

  • Proven experience managing complex bids/proposals in defense, law enforcement, or government contracting
  • Strong understanding of international procurement processes and compliance (FAR/DFARS, EU directives, NATO)
  • Experience with bid methodologies and governance (Bid/No-Bid, approvals)
  • Shipley Associates capture planning and proposal writing experience is desirable
  • Knowledge of commercial, legal, and financial considerations in public sector bids
  • Ability to manage multiple bids in high-pressure, deadline-driven environments
  • Excellent project management, organizational, and stakeholder coordination skills
  • Strong written communication skills; proficiency in English; Spanish is a plus
  • Experience working across global teams in multi-stakeholder environments
  • Familiarity with proposal management tools and CRM systems beneficial
