Finance Manager, Capital and Planning

Overview

In this role you will lead the development and governance of the Council’s 10-year Capital Programme and Capital Strategy, ensuring robust financial management. You will work closely with cross‑functional teams to embed Oracle processes and improve financial decision‑making across the Council. You will provide strategic, practical advice on capital investment and financial position. This is a unique opportunity to shape major capital investment and strengthen public sector financial governance.

Responsibilities

• Lead coordination and development of the Council’s Capital Programme
• Ensure sound governance and financial controls in line with regulations
• Support embedding Oracle processes across the organization
• Provide strategic financial advice to support decision-making
• Collaborate with colleagues to strengthen financial governance and governance arrangements

Key requirements

• CCAB or CIMA qualification
• Knowledge of public sector finance, accounting standards and statutory requirements
• Ability to analyse complex financial and performance information and translate into practical advice
• Ability to build effective relationships and influence decision-making across services
