Overview
As a Senior Consultant or Associate Director in Ipsos Public Affairs, you will lead policy and programme evaluations across social policy, with a flagship Education Technology programme. You will shape evaluation design, oversee client relationships and multi-disciplinary teams, and deliver evidence that informs policy and delivery. You’ll work on complex societal challenges across education, welfare, crime, and government, driving impact through robust mixed-method approaches. Responsibilities
- Manage policy and programme evaluations from inception to reporting
- Contribute to evaluation design (theories of change, questions, frameworks, mixed-methods)
- Manage clients, project teams, budgets, timelines, risks and quality
- Oversee development of research tools, data collection, analysis and synthesis of qualitative and quantitative evidence
- Coordinate reports, presentations and practical recommendations
- Lead client meetings and stakeholder relationships
- Coach and support junior colleagues
- Contribute to proposals and wider business development
- Associate Director: manage larger/complex projects, provide senior oversight of design and quality, lead senior client relationships and multidisciplinary teams, and drive proposals and opportunities
Key requirements
- Extensive experience designing and delivering public sector evaluations
- Proficiency in process, impact, theory-based and mixed-method evaluation
- Experience developing theories of change and evaluation frameworks
- Experience managing projects, clients, teams, budgets, risks and priorities
- Ability to analyse and synthesise qualitative and quantitative evidence
- Experience producing high-quality outputs and contributing to proposals
- For Associate Director: experience directing evaluations or managing larger/complex projects with senior responsibility for quality, clients, teams, budgets and risks, plus leading proposals
