Overview

In this role you enforce parking and traffic regulations across the borough, patrolling streets, car parks and CPZs using handheld devices and CCTV. You work both independently and with the Parking Services team to identify contraventions, issue PCNs and record evidence. You interact with the public professionally, handling enquiries and defending evidence in hearings if needed. The position supports safe, compliant local transport and parking management in Harrow.

Responsibilities

  • Patrol borough areas to identify parking and traffic contraventions
  • Enforce parking restrictions in streets, car parks and CPZs
  • Issue PCNs using handheld devices or manual reporting systems
  • Monitor and process contraventions via CCTV
  • Maintain accurate records, photos, reports and witness statements
  • Check signage and road markings before issuing PCNs
  • Report defective signs, road markings, highways issues and abandoned vehicles
  • Monitor misuse of Blue Badges
  • Attend court or adjudication hearings as required
  • Respond professionally to public enquiries and explain procedures
  • Operate radio and coordinate with Police and CCTV teams
  • Drive or ride Council vehicles/mopeds and perform vehicle checks
  • Ensure enforcement activity complies with legislation and codes of practice
  • Assist with induction of new staff

Key requirements

  • Experience in parking, civil or CCTV enforcement or similar public-facing enforcement roles (preferred)
  • Full UK driving licence with acceptable driving record
  • Able to work a 5 over 7 shift pattern including evenings, nights, weekends and bank holidays
  • Physical fitness to patrol on foot and uneven terrain, including night shifts
  • Willingness to ride a moped or undertake training
  • Able to meet disclosure, police and security requirements
  • Willingness to undertake Civil Enforcement and CCTV training
  • Able to communicate clearly in writing and verbally
  • Understanding of equality, diversity and community needs
  • Self-motivated and able to follow legislation and procedures
  • Confidence with the public, including challenging situations
  • Independence and team collaboration
