Overview
In this role you will lead the financial operations for Adult Social Care, focusing on Direct Payments, invoicing, and compliance with the Care Act 2014. You will manage multi-million budgets, guide service improvements, and provide high-level financial guidance to senior leaders. The role combines strategic planning with hands-on governance, risk, and performance management in a complex, sensitive environment. You will shape how payments, provider cycles and client contributions deliver compliant, cost-effective care. This is a senior, impact-driven position within a forward-looking council.

Responsibilities
- Lead strategic delivery of Adult Social Care financial operations with emphasis on compliance and stakeholder engagement
- Oversee Direct Payments, Client & Provider Pay Runs, and Client Contributions for accuracy and timeliness
- Manage budgets and expenditure to maximise value for money
- Develop and implement policies and systems aligned with Care Act 2014
- Lead risk management, compliance, and quality assurance to meet standards
- Provide expert financial guidance to senior management, partners, and external bodies
- Lead and develop staff to build a high-performing team focused on outcomes
- Monitor KPIs and drive continuous improvement
- Handle complex, politically sensitive issues including recovery of surplus funds and billing discrepancies
- Maintain relationships with internal teams and external partners; represent the service externally
- Ensure data accuracy, system integrity, and audit compliance
Key requirements
- Knowledge of the Care Act 2014
- Robust understanding of Adult Social Care finance
- Experience managing complex financial services and budgets
- Strong leadership capabilities
- Excellent analytical and stakeholder influence skills
- Experience with budget oversight, income maximisation, and customer satisfaction improvement
