Job summary

We are looking for an experienced and motivatedleader to join our Waltham Forest 0-19 Service for 12 months. This could be anexcellent secondment opportunity for someone ready to take the next step intheir leadership career.

This is a key leadership role supporting theoperational delivery of Health Visiting and School Nursing services across theborough. The successful candidate will bring substantial experience of leadingchildren’s public health services, managing large teams, delivering serviceimprovement and driving performance against national and local priorities.

Applicants must demonstrate a strongunderstanding of the Healthy Child Programme, safeguarding responsibilities,Health Visiting and School Nursing national agendas, workforce management,quality assurance and service transformation. This is a role for an establishedleader who can quickly build credibility, provide operational oversight andcontribute to the strategic development of the service from day one.

Main duties of the job

  • Provide operational leadership and managementacross the Waltham Forest 0-19 Service, including Health Visiting and SchoolNursing.
  • Providevisible clinical and professional leadership, supporting staff to deliver safe,effective and high-quality services for children, young people and families.
  • Lead thedelivery of the Healthy Child Programme, ensuring services are responsive tolocal population needs and national priorities.
  • Support thestrategic development of the service in line with national policy, publichealth priorities, commissioning intentions and local health needs.
  • Leadservice transformation, redesign and mobilisation projects, ensuring deliveryof commissioned outcomes and contractual requirements.
  • Overseaservice performance, quality assurance and governance arrangements, ensuringachievement of KPIs, quality standards and statutory requirements.
  • Ensurerobust safeguarding practices are embedded across the service and provideleadership in relation to safeguarding responsibilities.
  • Lead and manage a large multidisciplinaryworkforce, including workforce planning, recruitment, performance management,attendance management and staff development.
  • Develop apositive, accountable and high-performing culture, supporting continuousimprovement and excellent staff engagement.

  • Ensureeffective allocation of resources and capacity management to meet servicedemand and contractual requirements.

Job responsibilities

  • To represent the Service and Trust at external meetings withstakeholders when required

  • To participate in the evaluation of the servicesprovided to children and young people in the Integrated Care Teams and activelypromote service development including undertaking relevant audit and research.
  • To always act as a positive role model and advocateboth for individual staff and the THGPCG.
  • To ensure that services are continually monitored, reviewed, and adaptedto meet changing service user need and identified commissioning requirements.
  • To ensure the delivery of clinical and care quality standards andobjectives
  • To be responsible for implementing service changes when required,ensuring effective implementation with measurable outcomes, and agreed timescales.
  • To ensure that systems are in place to monitor stakeholders views ofservices and ensure that service users, carers, relevant communityorganisations and other key stakeholders are involved in and influence keydecisions on service development and continuous improvement.
  • To ensure that the service area contributes fully to the development ofthe business plan for the Directorate and assists in the setting of strategicobjectives for the Service.
  • To ensure the service area is kept up to date with legislative andpolicy changes and developments.
  • Contribute to the establishment of new services that meet national andlocal requirements.
  • To facilitate the development of clinical guidelines, protocols, andpatient-related policies in partnership with clinicians and other managerswithin the organisation to promote safe and effective patient care.
  • To support the Head of Service, Clinical Director ad Director ofOperations in the strategic planning of the services, identifying new businessopportunities, writing business plans and service specifications as appropriate
  • To support the Head of Service, Clinical Director ad Director ofOperations and other senior managers in the development of strategy forchildren and young people within the organisation.
  • To deliver service improvement through the continuous development ofintegrated multi-disciplinary team working and care pathways.
  • To participate in local and national clinical networks to promoteevidence based clinical developments which improve patient care.
  • To assume responsibility for further delegated areas of lead responsibilityacross childrens services as required by the Assistant Director or Integrated Care Director
  • To ensure theoperational running of services through effective deployment of all resources,providing a framework for achieving best outcomes and objectives. This will include the development ofprotocols, local policies and procedures, liaison networks and managerial structures.
  • To act as anauthorised signatory for budgets within agreed limits.
  • To manage a budgetwithin the scheme of delegation and to the agreed accounting standards andprocedures.
  • Effectively manage the delegated budgetswithin area of responsibility, assisting in the delivery of annual costreduction/improvement plans identifying improved efficiencies communicatingthese to all managers as required.
  • To ensure thatissues of equality and diversity are fully considered in service provision.
  • To ensure thatbuildings and sites are maintained to agreed standards and meet Health andSafety requirements.
  • To implement theOrganisations information / data procedures and participate in the collectionand reporting of statistical information.
  • To establishsystems and practices within the service that deliver against key performanceindicators and targets.
  • To ensure clinicalservices have robust risk management arrangements in line with organisationalpolicy.
  • To develop awell-functioning service which develops credibility as a service provider.
  • To actively promote strong and effective leadership within a carequality structure that is built on the principles of open engagement,appreciative enquiry, and learning.
