Overview
In this Compliance Contract Manager role, you will lead high-value statutory compliance portfolios within Sutton Housing Partnership’s Asset Investment and Sustainability team. You will oversee multi-million-pound programmes, manage contractor performance, and ensure compliance records are robust and audit-ready. You will act as technical authority for designated Big 6 workstreams and collaborate with Legal, Finance and Housing teams to safeguard residents, properties and communities. This is a senior, impact-oriented role that shapes risk-informed compliance delivery and improves safety outcomes.

Responsibilities
- Lead delivery of high-value statutory compliance portfolios to technical, financial, and regulatory standards.
- Direct the full contract lifecycle: contractor performance, variations, payments, budget management and long-term forecasting.
- Hold contractors to KPIs and SLAs, driving a culture of preventing overdue compliance actions.
- Act as technical lead for compliance procurement and manage specialist consultants.
- Serve as the organisation’s technical authority for designated Big 6 workstreams and provide cross-cover across the portfolio.
- Conduct technical audits/site inspections, identify systemic failures, and authorize remedial actions.
- Identify and mitigate significant compliance risks via the risk-management framework.
- Ensure technical integrity of compliance records in Northgate/NEC; maintain complete, audit-ready documentation and certificates.
- Lead the organisation’s approach to no access cases with appropriate legal action and evidence for injunctions.
- Provide senior SME support for complex resident and leaseholder enquiries and disputes.
- Oversee Section 20 leasehold consultation requirements to protect cost recovery.
- Monitor and evaluate safety/compliance policies; implement improvements and audit actions.
- Lead and develop Compliance Administrators to foster technical accuracy and accountability.
- Produce reports, budgets and risk assessments for senior/board audiences.
- Collaborate with internal teams (Legal, Finance, Housing) and external regulators/experts.
Key requirements
- Significant experience leading complex M&E, facilities management or statutory compliance contracts using NEC, JCT, or TPC frameworks.
- Strong track record in contractor performance management and dispute resolution.
- Experience managing substantial budgets with forecasting and value-for-money delivery.
- Extensive knowledge of statutory compliance within a regulated environment and Big 6 workstreams.
- Ability to provide authoritative technical advice on non-standard compliance issues.
- Understanding of leasehold service charges and Section 20 consultation requirements.
- Experience leading and developing technical/compliance teams.
- Advanced analytical skills to interrogate asset data and consultant recommendations.
- Ability to manage multiple high-risk workstreams in a fast-moving environment.
- Strong communication and stakeholder management, including senior-level reporting.
- Valid driving licence and access to a vehicle with business insurance.
- Ability to satisfy an enhanced DBS check.
