Overview
In this role you will lead the delivery of complex, high-value development, regeneration and construction projects within the Council’s Commercial Property portfolio. You will provide strategic project management from feasibility through to handover and post-completion review, while mentoring a trio of Development Project Managers. You’ll oversee governance, budgets, and risk, working with internal teams, Members, consultants and external partners to align projects with strategic objectives. This is a pivotal role for shaping the Council’s capital programme and portfolio outcomes.

Responsibilities
- Manage delivery of the Council’s most complex capital programme projects from inception to completion, on time and within budget
- Provide line management and professional leadership to a team of three Development Project Managers
- Oversee external consultants and contractors on planning, property, highway and construction commissions
- Ensure proposals deliver value for money through financial appraisal and robust business cases
- Conduct risk assessments and implement mitigation strategies
- Monitor progress and report to senior management
- Liaise with planning authorities, politicians, stakeholders, funders and tenants on planning and communications
Key requirements
- Degree-level, or equivalent construction qualifications or expertise
- Evidence of continuous professional development
- Strong project management background in either private or public sector
- Good IT skills (MS 365, SharePoint, Teams, Word, Outlook, PowerPoint, Excel)
- Strong written and verbal communication skills
