Overview

In this role you will lead the commercial delivery of a portfolio of civil projects across the East and West Midlands, safeguarding financial performance and project success. You will mentor the survey team, shape commercial strategies, and collaborate with project teams, clients and suppliers. The position offers visibility across multiple schemes, with scope to influence margins and risk management. This is a hands-on leadership role in a growing regional civils business, focused on delivering robust commercial outcomes while supporting transformation of processes.

Responsibilities

  • Hold commercial responsibility for a portfolio of civil projects across the East and West Midlands, ensuring strong financial performance
  • Lead, mentor and develop Quantity Surveyors and junior staff, advising project teams and stakeholders
  • Develop and implement commercial strategies to maximise profitability and margins
  • Produce cost forecasts, cost-to-complete assessments and monthly cost/value reports for financial control
  • Manage contract administration and change control (valuation, negotiation, variations via CEMAR)
  • Monitor budgets, cash flow and payment applications to ensure timely valuations and working capital
  • Lead subcontract procurement from tender to settlement and account management
  • Maintain commercial records and support claims, variations and insurance notices where needed
  • Collaborate with Project Managers, customers, subcontractors, and internal teams to meet commercial objectives and mitigate risks
  • Ensure compliance with BB commercial procedures, BMS, Group Minimum Commercial Expectations and HSE standards

Key requirements

  • Significant senior quantity surveying experience in civil engineering
  • Strong knowledge of construction law and contract administration (NEC/ECC advantageous)
  • Expertise in commercial management, cost control, forecasting, procurement and subcontract management
  • Proficient in tendering, subcontracting, and drafting/negotiating subcontract agreements
  • Excellent negotiation, stakeholder management and communication skills
  • Ability to work independently and lead commercial activities within project teams
  • Strong numerical/analytical skills and experience valuing construction works
  • Understanding of insurance requirements, bonds, warranties, and construction techniques
  • Proficient with Microsoft Office and commercial reporting systems
  • CSCS card; professional membership (RICS/ICES/CIOB) advantageous
