Overview

In this role you will develop and lead procurement strategies across a defined portfolio to secure value for money and robust supplier performance within a major UK infrastructure organisation. You will work with cross‑functional teams to manage end‑to‑end procurement, from pre‑qualification to contract award, while ensuring compliance with policies and regulations. You will influence major contractors and optimise cost-saving opportunities, driving continuous improvement. This is a chance to shape procurement across critical infrastructure projects and contribute to safe, reliable services.

Responsibilities

  • Develop and continuously improve procurement strategies aligned with wider programme objectives and risk management.
  • Lead end‑to‑end procurement and sourcing activities (pre-qualification, tender management, negotiations, contract award).
  • Provide expert procurement and commercial advice for a designated portfolio.
  • Support procurement of major contractors and influence subcontracting strategies where appropriate.
  • Ensure compliance with organisational policies, governance frameworks, legal requirements, and procurement regulations.
  • Manage strategic supplier relationships, driving performance and supporting business objectives.
  • Identify and implement cost-saving and efficiency opportunities across the portfolio.
  • Monitor and evaluate supplier performance and drive continuous improvement.
  • Exercise delegated procurement authority per governance processes.

Key requirements

  • Strong commercial acumen and understanding of supplier markets.
  • Proven procurement and contract management experience including negotiation and sourcing strategies.
  • Excellent stakeholder management with ability to influence and communicate at all levels.
  • Knowledge of public procurement regulations and procurement best practice.
  • Understanding of health, safety, quality, and environmental requirements within contracting.
  • Desirable: experience with e-procurement systems and digital sourcing tools.
  • Membership of a relevant professional body (e.g. CIPS).
  • Experience within rail, infrastructure, engineering, or construction sectors.
  • Degree educated or equivalent professional qualification.
