Overview

In this role you will lead the Estates and Sustainability function within the Norfolk and Suffolk ICB, shaping an innovative and affordable estates strategy aligned with national policy and local priorities. You will plan, develop and optimise healthcare estate, collaborating with PCNs, neighbourhood teams and system partners to address estates needs. You’ll guide budgets, reporting, and capital investment while providing expert advice to boards. This senior post requires strategic thinking, strong stakeholder influence and a track record of delivering complex programmes.

Responsibilities

  • Lead the Estates and Sustainability function and shape the Estates Strategy and Development Control Plans
  • Develop investment plans and business cases; support capital investment and delivery of estate development programmes
  • Coordinate with Primary Care Networks, neighbourhood teams, NHS providers and system partners to align estates with service transformation
  • Oversee budgets, reporting, performance frameworks and monitoring mechanisms
  • Lead and develop estates and sustainability professionals; manage performance and line management of Sustainability Lead
  • Support the Director of People, Workforce and Corporate Services in strategy development and delivery
  • Act as the senior adviser for primary care premises queries (leases, rent reviews, grants) and provide professional leadership for locality estates issues
  • Ensure compliance, capacity planning, utilisation modelling and premises development plans for practices
  • Interpret national policy and communicate implications for delivery; manage complex programmes and timelines

Key requirements

  • Senior-level experience in estates, preferably within healthcare/ICB settings
  • Strong analytical and communication skills; ability to influence and negotiate with diverse stakeholders
  • Proven experience in leading teams and delivering programmes and services on time
  • Ability to interpret national policy and apply it to local delivery; experience with strategic planning and service development
  • Experience with budget oversight and performance reporting; familiarity with capital investment processes
  • Understanding of planning processes and sustainability considerations within healthcare estates
  • Developed communication skills for senior stakeholders
  • Negotiation on difficult issues and change management
  • Strong presentational and influencing abilities
  • Prince 2 and Managing Successful Projects (desirable)
  • Microsoft Office (intermediate)
  • Utilisation modelling and capacity planning
