The Opportunity
This role is responsible for developing, implementing, and managing contracting and commercial arrangements across a defined procurement portfolio, ensuring value for money, security of supply, and alignment with business objectives.
Key Responsibilities
- Develop and continuously improve procurement strategies that support wider programme objectives, delivering value for money, strong supplier performance, and effective risk management.
- Lead end-to-end procurement and sourcing activities, including supplier pre-qualification, tender management, negotiations, and contract award.
- Provide expert procurement and commercial advice across a designated portfolio.
- Support the procurement of major contractors and influence subcontracting strategies where appropriate.
- Ensure compliance with organisational policies, governance frameworks, legal requirements, and procurement regulations.
- Manage strategic supplier relationships, driving performance and supporting business objectives.
- Identify and implement cost-saving and efficiency opportunities across the portfolio.
- Monitor and evaluate supplier performance, ensuring constructive feedback and continuous improvement.
- Exercise delegated procurement authority in accordance with established governance processes.
Skills & Experience
Essential
- Strong commercial acumen and understanding of supplier markets.
- Proven procurement and contract management experience, including negotiation and the development of sourcing strategies.
- Excellent stakeholder management skills with the ability to influence and communicate effectively at all levels.
- Knowledge of public procurement regulations and procurement best practice.
- Understanding of health, safety, quality, and environmental requirements within a contracting environment.
Desirable
- Experience of e-procurement systems and digital sourcing tools.
- Membership of a relevant professional body (e.g. CIPS).
- Experience within the rail, infrastructure, engineering, or construction sectors.
- Degree educated or equivalent professional qualification.
