Job Description:

The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-for-profit statutory body which administers public examinations in Hong Kong. Our scope of responsibility extends to administering over 200 international and professional examinations. Senior Officer – Information Technology (IT Application) (Ref: IT/09/348)

Duties:

The appointee will serve as the technical lead to drive the application systems architecture evolution, modernization and development of the public examination systems. The role leads technical initiatives and associated Proof-of-Concept (POC) exercises to evaluate system architectural frameworks, deploy AI-driven solutions and integrate emerging technologies into enterprise application workflows.

The appointee is required to deliver the following key responsibilities:

(a) Lead and execute POC exercises on new initiatives to prove technical feasibility using emerging technologies, tools, and frameworks;

(b) Lead the full-lifecycle application development, on-going enhancements, system maintenance and support tasks;

(c) Conduct strategic planning and provide technical guidance to software engineering teams as lead developer, maintaining oversight of architectural frameworks and ensuring security compliance;

(d) Perform architecture assessments and gap analysis to identify modernization opportunities and establish strategic technical roadmaps;

(e) Coordinate and consolidate application security activities across the systems;

(f) Establish, enforce and maintain secure coding standards and practices, and quality assurance gates across all phases of the software development lifecycle (SDLC); and

(g) Integrate AI initiatives and emerging technologies into web and mobile development projects.

Requirements:

(a) A Bachelor’s degree in Information Technology, Computer Science or related disciplines;

(b) At least 6 years’ post-qualification experience in application development. Experience with large-scale application systems is highly preferred;

(c) Strong full-stack software engineering background with hands-on experience in related technologies and frameworks;

(d) Solid practical experience in the following areas:

  • System architecture design for large-scale application modernization or technology refresh
  • Development and maintenance of high-availability and mission-critical systems
  • Web application development using frameworks (e.g. Java, Spring Boot, Javascript, ReactJS, Node.js, Flutter or Kotlin)
  • Database design and development (e.g. Oracle, PostreSQL, MySQL)
  • Cloud-based or Cloud-native application development (e.g. Azure, AliCloud or GCP)

(e) Proficiency in secure application development standards, automated testing and code quality governance tools (e.g. SonarQube);

(f) Hands-on experience in implementing AI/ML technologies and agentic AI tools;

(g) Experience in mobile application development is an advantage;

(h) Self-motivated and innovative, with strong analytical, problem-solving, communication and interpersonal skills; and

(i) Good oral and written communication skills in both Chinese and English.

Employment Terms:

The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.
