Job Description:

In this pivotal role, you will lead the development and delivery of high-impact, citywide community safety strategies. You will shape priorities such as Violence Reduction, Violence Against Women and Girls, and Organised Crime, ensuring a coordinated, evidence-based approach across the Birmingham Community Safety Partnership (BCSP). This is an exciting opportunity to influence policy, drive partnership working, and deliver meaningful outcomes that improve safety and wellbeing for residents across Birmingham.

What you’ll do

  • Lead the strategic direction and governance of the Birmingham Community Safety Partnership (BCSP) and have a working knowledge of all statutory duties.
  • Drive delivery of thematic priorities, ensuring evidence-based and trauma-informed approaches
  • Ensure compliance with key legislation, including but not limited to: + Crime and Disorder Act 1998 + Serious Violence Duty + Domestic Abuse Act 2021
  • Develop and implement community safety strategies, policies, and long-term plans
  • Produce and oversee the Strategic Needs Assessment, ensuring data-led decision making
  • Oversee performance and financial frameworks, monitoring impact and improving outcomes
  • Lead statutory reviews and ensure continuous improvement across services
  • Manage commissioning, procurement, and external funding opportunities
  • Provide expert advice to senior leaders, elected members, and partnership boards
  • Represent the Council at key forums, including scrutiny committees and partnership meetings
  • Lead and develop a multidisciplinary team, fostering a high-performance culture

What you’ll need

We’re looking for an inspiring and strategic leader with significant experience in community safety, or public protection. You’ll have a proven track record of developing and delivering complex strategies, leading high-performing teams, and working collaboratively with senior stakeholders and multi-agency partners.

  • Significant experience leading community safety, public protection, or related services within complex partnership environments.
  • A strong track record of developing and delivering strategies, policies, and large-scale programmes that drive positive outcomes.
  • Experience managing commissioning activity, budgets, procurement, and external funding streams.
  • The ability to build effective relationships and influence senior leaders, elected members, and partner organisations.
  • Strong communication, negotiation, and stakeholder management skills, with the ability to operate confidently at a strategic level.
  • Excellent analytical skills, using data and insight to support decision-making and performance improvement.
  • The ability to translate strategic vision into practical, measurable outcomes and lead organisational change.
  • A sound understanding of community safety legislation and statutory responsibilities, including the Crime and Disorder Act 1998, Anti-Social Behaviour, Crime and Policing Act 2014, Domestic Abuse Act 2021, and Modern Slavery Act 2015.
