Head of Service – Landlord Compliance & Building Safety Location: South West Contract: 6-month temporary contract Rate: £500 per day Umbrella / £387.96 per day
Service Care Solutions are currently recruiting for a Head of Service – Landlord Compliance & Building Safety to join a South West based Council on an initial 6-month contract.
Key Responsibilities:
- Provide strategic leadership across landlord compliance and building safety functions.
- Lead the Council’s approach to the Building Safety Act , including safety assurance, resident engagement and high-rise building management.
- Oversee compliance across fire, legionella, asbestos, gas, electrical, LOLER/lifts and damp & mould.
- Develop and maintain robust compliance frameworks, policies, strategies and procedures.
- Provide assurance and auditable reporting to senior leadership, Executive and Board level stakeholders.
- Lead and manage operational teams, specialist contractors and external partners.
- Ensure accurate compliance data, digital records and evidence are maintained.
- Lead on regulatory compliance, including the Regulator of Social Housing’s consumer standards .
- Develop effective risk management, assurance and performance reporting frameworks.
- Work closely with residents and stakeholders to drive service improvement.
- Ensure safety, compliance and assurance programmes are delivered on time, to budget and to the required quality standards.
About You:
- We are looking for a senior housing/property professional with strong experience leading landlord compliance, building safety or asset safety functions within a housing or similarly regulated environment.
- Proven senior-level experience leading landlord compliance and/or building safety services.
- Strong knowledge across statutory compliance areas including gas, electrical, fire, water hygiene, asbestos and lifts/LOLER .
- Strong understanding of the Building Safety Act, Building Regulations and Fire Safety Order .
- Experience developing compliance strategies, assurance frameworks and risk management approaches.
- Experience managing and leading teams, contractors and external stakeholders.
- Strong understanding of regulatory requirements within social housing.
- Experience engaging with residents, senior stakeholders and regulators.
- Relevant technical/professional qualifications, such as a Built Environment degree, Level 4/5 Fire Risk Management or CIOB Level 6 Building Safety, would be advantageous.
- Relevant professional membership such as CIOB, IFE/IFSM, IIRSM, IOSH or RICS would also be beneficial.
This is a senior, strategic role suited to someone who can combine strong technical knowledge with leadership, assurance and stakeholder management .
