We are seeking an experienced and forward-thinking Asset and Compliance Manager to lead the strategic and operational management of our Estates and Facilities assets, statutory compliance programmes, and digital asset and compliance management systems.

This is a pivotal leadership role responsible for ensuring the University meets its statutory, regulatory, and legal obligations across the estate. You will provide assurance that our buildings, infrastructure, and engineering systems remain safe, compliant, sustainable, and fit for purpose, protecting our students, staff, visitors, and the organisation.

As the University’s lead for asset management and statutory compliance, you will develop and deliver a digitally enabled asset management strategy, including the development, implementation and ongoing management of a new digital asset, compliance and WLCC management system delivered through the existing CAFM platform. Using high-quality asset data, lifecycle planning and robust digital processes, you will inform investment decisions, optimise asset performance, and strengthen statutory compliance.

You will establish robust governance, assurance, and risk management processes that enable the University to demonstrate compliance, maintain accurate and reliable asset information, and respond effectively to changing legislation and operational requirements.

As a key member of the Estates and Facilities leadership team, you will shape long-term asset investment plans, lead the transformation of digital asset and compliance management, and drive a culture of compliance, accountability, data quality, and continuous improvement.

Candidates will have significant experience in strategic asset management and statutory compliance within a complex property or estates environment, together with extensive knowledge of estates and facilities management. Experience of developing and implementing digital asset and compliance management systems through CAFM, and using asset data to support statutory compliance, lifecycle planning and strategic decision-making, is essential.

What you will be doing:

  • Lead on the University’s estates and facilities compliance and asset management related functions. Including the development of new digital assets and compliance WLCC management system
  • Ensure compliance with all relevant property and regulatory legislation.
  • Develop and maintain long-term asset management plans and lifecycle replacement programmes.
  • Manage planned preventative maintenance, reactive maintenance and compliance programmes across the estate.
  • Act as the lead for the University’s CAFM system, ensuring it operates as the single source of truth for asset and compliance data management.
  • Drive continuous improvement in compliance assurance, governance, reporting and performance management.
  • Manage technical and compliance teams, contractors and specialist consultants.
  • Support capital investment planning and provide professional advice on estate risks and improvement opportunities.
  • Develop robust compliance reporting and assurance mechanisms for senior leadership and governance committees.
  • Champion data quality, digitalisation and system-led management of the estate.

What we will be looking for:

  • Significant operational experience in estate management, facilities management, compliance or asset risk management.
  • Strong knowledge of statutory compliance requirements affecting buildings, infrastructure and services.
  • Experience of managing planned maintenance and asset whole lifecycle programmes
  • Experience of developing and managing a digitalised CAFM system
  • Excellent understanding of risk management, governance and compliance assurance.
  • Experience of leading and managing a multi skilled and disciplinary teams including managing external contractors.
  • Strong analytical, organisational and problem-solving skills.
  • Excellent stakeholder management and communication skills.
  • Relevant professional qualification or substantial equivalent experience required.
