Overview

As Technical Manager you lead a specialist pensions team within the Government People Function, ensuring compliant, expert guidance across public service pension schemes. You partner with ministers, governance boards and policy colleagues to steer remediation, rule changes and complex casework. This role shapes how pension schemes are administered and evolves with the Civil Service People Plan, delivering high-standard technical support and policy implementation. You help build capability, drive governance, and represent Cabinet Office in forums and court proceedings. This is a mission-critical position at the heart of civil service pensions.

Responsibilities

  • Provide expert technical guidance to stakeholders including Cabinet Office Ministers, Governance Boards, Senior Leaders and HM Treasury
  • Lead responses to legal challenges against scheme provisions and coordinate legal support
  • Represent Cabinet Office in cross-Government forums and court hearings
  • Investigate and resolve systemic non-compliance with scheme provisions (audits, etc.)
  • Implement changes to scheme rules in collaboration with Policy, including union consultations and legislative processes
  • Deputise for Head of Pensions Technical and support team development and delivery
  • Contribute to broader team objectives and culture
  • Support remediation and change projects (e.g., CSPS 2015, McCloud remedy) and complex casework

Key requirements

  • Proven track record of managing and developing staff
  • Good understanding of UK pension scheme regulations and experience in the pension industry
  • Willingness and ability to research and progress new areas proactively
  • Strong stakeholder management with ability to explain complex pensions issues to all levels
  • Recognised Industry Pension Qualification at level 4 (or commitment to undertake a qualification in role)
  • Desirable: experience in public service pensions or private sector defined benefit schemes
