Overview

As Financial System and Transaction Manager, you will oversee the operational management of the Payables and Receivables teams and ensure timely, professional reporting. You will lead VAT accounting for the Council in line with HMRC guidelines and serve as the main VAT contact. You’ll contribute to producing the Statement of Accounts and lead financial system project workstreams alongside internal and external partners. You will support compliance with policies, financial legislation, and statutory requirements while driving process improvements. This role offers a chance to shape financial systems and reporting in a collaborative council environment.

Responsibilities

  • Oversee Systems and Transaction (Payables and Receivables) teams and ensure KPI data and reporting
  • Lead VAT accounting and act as Council VAT contact
  • Contribute to Statement of Accounts and lead financial system project workstreams
  • Drive change, improvement, and compliance with policies, financial legislation, and statutory requirements
  • Collaborate with colleagues across the Council and external partners to deliver a professional service

Key requirements

  • CCAB qualification ideally, or substantial relevant experience
  • Advanced technical knowledge of systems and Local Authority accounting
  • Experience improving controls and processes
  • VAT knowledge and ability to apply regulations
  • Experience delivering in a changing environment and handling complex financial reporting
