In this role, you will establish and maintain the framework that identifies potential threats, uncovers opportunities, and ensures program and enterprise risks are recognized and mitigated before they impact mission delivery. You will work closely with program leadership, engineering teams, schedulers, safety professionals, supply-chain stakeholders, and operational teams to implement structured, data-informed risk management processes that support operational resilience, regulatory compliance, and executive decision-making.

Job role

  • Develop and maintain the risk, opportunity, and issue management plan across program portfolios.
  • Establish and manage enterprise risk registers, risk taxonomies, escalation criteria, and tracking mechanisms.
  • Identify potential risks and opportunities affecting program performance, cost, schedule, technical execution, safety, resources, supply chain, and operations.
  • Conduct risk impact assessments, probability analyses, and other quantitative and qualitative analyses to support informed decision-making.
  • Identify cross-program dependencies, systemic risks, risk concentrations, common-cause risks, and potential cascading impacts across the enterprise.
  • Distinguish program-level issues from risks requiring enterprise visibility, escalation, mitigation, or leadership action.

Safety risk management (SRM) and operational risk management (ORM)

  • Apply SRM and ORM principles to identify hazards, operational risks, controls, mitigations, and residual risk.
  • Support structured evaluation of likelihood, severity, consequence, exposure, and operational impact.
  • Integrate safety and operational risk considerations with broader enterprise program, schedule, technical, resource, and supply-chain risks.
  • Work with safety, engineering, operational, and program stakeholders to validate risk statements, assumptions, controls, and mitigation effectiveness.

Governance and compliance

  • Enforce risk management policies aligned with federal regulations, agency guidance, contractual requirements, and program governance.
  • Ensure compliance with program governance frameworks and applicable regulatory standards.
  • Support program leadership during internal reviews, audits, compliance assessments, and executive governance forums.
  • Promote consistent risk definitions, scoring, escalation, ownership, documentation, and closure criteria across the portfolio.

Risk mitigation and strategic planning

  • Develop and implement risk mitigation strategies, contingency plans, corrective action plans, and risk response options.
  • Coordinate cross-functional teams to implement effective risk response strategies.
  • Monitor mitigation progress, residual risk, risk acceptance decisions, and timely resolution of issues.
  • Identify emerging risks and recommend proactive solutions to prevent operational disruptions or mission impacts.
  • Assess the potential effects of schedule convergence, resource contention, supplier constraints, technology dependencies, and other cross-cutting risk drivers.

Program coordination and stakeholder engagement

  • Collaborate with program managers, engineers, schedulers, safety professionals, supply-chain teams, and operational stakeholders to identify and manage risks across workstreams.
  • Facilitate risk workshops, risk review meetings, and stakeholder validation sessions.
  • Challenge assumptions constructively and ensure enterprise risks are supported by defensible evidence and analysis.
  • Provide leadership with data-driven insights and recommendations related to program and enterprise risk posture.

Analytics, reporting, and decision support

  • Analyze quantitative and qualitative data to identify trends, correlations, concentrations, emerging risks, and changes in enterprise exposure.
  • Integrate information from risk registers, integrated master schedules (IMS), technical assessments, operational data, supply-chain information, and stakeholder inputs.
  • Develop risk dashboards, heat maps, trend analyses, executive reports, and briefing materials to communicate enterprise risk status.
  • Use structured analytical methods such as scenario analysis, sensitivity analysis, risk forecasting, and, where appropriate, probabilistic techniques to improve decision support.
  • Translate complex analytical findings into concise executive-level assessments that clearly communicate what the risk is, why it matters, what could happen, and what action or decision is required.
  • Track and analyze mitigation effectiveness and support leadership decision-making through structured risk analysis and forecasting.
