The Role

This post will be the Principal Finance Manager within the Financial Services and System Project work areas. The post holder will lead the development of financial services and financial systems, working with finance staff across all divisions, Scottish Government, and other Boards, to develop best practice and make most efficient use of technology to meet user’s needs. The postholder will develop competency frameworks, standard operating procedures, control checks and develop training programmes for financial services and new finance system project design and implementation.

The post holder will line manage and support the financial accounts manager, accounts payable manager, and fixed asset officer, to ensure accounts payable, accounts receivable, treasury, ledgers, endowments and fixed assets support functions, are efficient, effective, provide support to service users and meet professional and regulatory standards.

Support the deputy director of finance (corporate) on all technical accounting issues, interpreting Scottish Government, audit and international financial guidance and applying it to best suit the Board’s circumstances and objectives.

Prepare the statutory annual accounts and all statutory returns in relation to income tax, VAT, ensuring the deputy director of finance (corporate) is kept abreast of changes in these complex areas and adapts practice accordingly.

Develop and apply financial governance frameworks that deliver best practice in terms of financial control and ensure fulfilment of all statutory reporting requirements. In doing so this post holder will link nationally with key groups developing best practice.

Develop and implement systems wide solutions within NHS Lanarkshire including the upcoming ERP implementation at Board level. This will include linking with national groups to share best practise and assist in developing a standard operating model.

What You’ll Bring:

  • Educated to degree level or equivalent with significant financial experience at senior level within a large complex organisation specialising in: Board level financial modelling, scenario planning and analysis presenting monthly and year-end financial position to senior finance and executive level staff members, and forecasting at divisional level for future years financial HSCP strategic plans;
  • CCAB, CIMA or overseas equivalent Qualified Accountant;
  • Well-developed knowledge of issues affecting the NHS and their impact on financial strategy and management;
  • Well-developed knowledge of resource allocation and costing models within the NHS; Strong persuasive and influencing skills with the ability to present ideas and proposals and produce complex reports effectively at a senior level
