Job Title: M&E Asset Manager

Reporting to: Engineering Manager

Hours of Work: 37.5 hours per week

Job Purpose:

Strategically manage the full lifecycle of M&E (Mechanical & Electrical) assets to achieve the optimal balance of asset performance, cost and risk to ensure value from our assets and meet the BIA (Belfast International Airport) business objectives.

Establish and maintain robust financial controls for M&E remit to ensure cost-effectiveness through accurate budgeting and forecasting.

Implement and manage M&E contracts and service provider performance to ensure value for money from the supply chain and adherence to BIA (Belfast International Airport) standards.

Oversee and ensure health, safety, and regulatory compliance across all M&E assets, teams, and operational activities.

Continually develop internal M&E technical expertise and clear accountability within the team to effectively mitigate operational risks and ensure resilience.

Main Tasks & Responsibilities

  • Develop, implement and continuously review M&E asset lifecycle strategies for all identified systems, ensuring an optimal balance of asset performance, cost, and risk to maximize value and align with business objectives.
  • Act as the primary M&E point of contact for key stakeholders across BIA, translating business needs into effective M&E asset strategies and solutions.
  • Develop and maintain a comprehensive understanding of the M&E asset base, including asset quantity, location, age, condition and criticality, to effectively inform strategic planning, maintenance strategies, and capital investment plans.
  • Manage robust budgeting, forecasting and financial control for all M&E assets and associated services, ensuring cost-effectiveness and cost intelligence.
  • Lead, mentor and develop the internal M&E team, fostering a culture of high performance, accountability, and continuous improvement.
  • Oversee the end-to-end management of key M&E contracts, including playing a central role in tendering, negotiation and ongoing performance monitoring.
  • Ensure robust contractor performance management, conducting regular reviews and driving continuous improvement in service delivery from all M&E service providers.
  • Ensure adherence to all statutory, company and regulatory requirements pertaining to health, safety, fire, aviation and security across M&E assets, teams and contractors.
  • Continually develop M&E health and safety processes, documentation and approach, making it clear Health and Safety comes first and developing a safety-first culture.
  • Work closely with the Engineering Planner to ensure that planning and coordination of both insourced and outsourced M&E works is effective and efficient and achieving the relevant asset strategies.
  • Proactively identify, assess and manage risks associated with M&E assets, developing mitigations to reduce operational disruptions and enhance resilience.
  • Continuously develop the internal M&E technical expertise and capabilities within the team, identifying training needs and supporting professional development to enhance overall competency.
  • Uphold the companys information security policies and procedures, ensuring the confidentiality, integrity, and availability of company data. Any intellectual property created in the course of employment shall remain the property of the company.
  • Respond/assist to any emergency appropriately, and participate in any Emergency Exercise, as detailed in the Emergency Orders within the aerodrome manual.

ESSENTIAL CRITERIA:

  • Minimum Level 6 qualification in Mechanical & Electrical Engineering or relevant discipline/equivalent

and

  • Proven experience within the Asset Management field
  • Full current driving licence
  • Minimum of 5 years experience in an Asset Management position.
  • Experience of delivery of Asset Management activities on an estate environment.
  • Experience of delivering minor projects from inception through to completion.
  • Proven leadership experience, including performance and development
  • Experience of managing contractors/consultants
  • Experience of managing and allocating budgets
  • Experience in the understanding and application of UK Health and Safety legislation.
  • Asset Management
  • Working knowledge of building control regulations
  • Health and Safety regulations
  • Working knowledge of Good Housekeeping practices
  • High degree of competency on Microsoft word and excel.
  • Working knowledge of continuous improvement initiatives, performance measures & key performance indicators
  • Solid knowledge of compliance standards and how to achieve regulatory standards
