Role Description
Developer Services is responsible for liaising with private developers and household customers in relation to the provision of new water and wastewater services. On an annual basis, NI Water receives c.350 applications for legislative agreements (Article 161) relating to the adoption of wastewater assets within Development Sites and c.310 application requests to build over or re-align existing sewers.
Reporting to the Wastewater Approvals Lead, the Wastewater Approvals Technical Advisor will apply a customer centric ethos to the timely processing of customer agreements and approval of technical drawing and plans ensuring adherence to strict Service Level Agreements.
The Wastewater Approvals Technical Advisor will be responsible for managing customer applications and approval relating to new wastewater infrastructure, build overs & diversions.
Role Responsibilities
Performance and Business Activities:
- Detailed assessment, approval and case management of developer laid new wastewater infrastructure applications. Applications will include new foul and storm sewers, sustainable drainage systems, wastewater treatment works, pumping stations, build-over agreements and diversion of public sewers. Assessment and Case Management of the applications will include the following activities:
- Review and approval of civil engineering design drawings to Sewers for Adoption, associated NIW Specifications and industry engineering standards. oPreparation of legal Agreements for approval.
- Undertake detailed construction estimates and calculate associated bonds and fees.
- Approval of changes to design.
- Assessment and approval of As Constructed Drawings to ensure compliance with NI Water Standards.
- Inspection and approval of infrastructure construction through site inspections and review of CCTV.
- Provision of defects lists required for remedial works.
- Liaise with developers engineer and contractor to ensure defects are corrected to NIW standards.
- Management of the enforcement process, where a developer fails to construct infrastructure to NIW standard. This will include undertaking the following activity: oLiaise with NIW contractors to provide CCTV and As Constructed Drawings oInspection of infrastructure construction through site inspections and review of CCTV surveys.
- Provision of information required for assessing if there are sufficient funds within the bond including defects lists and estimated construction costs. oLiaise with and supervise NIW contractors to complete remedial works to an adoptable standard.
- Ensure appropriate application of relevant legislation from the Water and Sewerage Services (NI) Order 2006, NI Water Asset Standards and specifications specific to new and existing infrastructure and servicing development.
- Create and build sustainable working relationships with developers, agents, customers and NIW staff.
- Liaise with NIW Operations Staff, Engineering Consultants and SMEs, Modellers, Developers and government departments to solution difficult applications and problems as these arise always ensuring a customer centric approach.
- Contribute to achieving statutory and customer SLA targets, performance measures including Developer Services Measure of Experience and First Point of Contact Resolution targets.
- Provide information, as required, to ensure accurate and comprehensive responses to political representatives, senior management and the Department. Attend site meetings with ER and customers as required.
- Apply the Companys annual scheme of charges as and when required.
Change Management:
- Contribute to the development and delivery of new digital platforms and systems. This will include undertaking User Acceptance Testing (UAT) of Case Management and Online Application Solutions upgrades as required.
- Proactively identify areas for improvement, including consideration of new innovative techniques / products and changes to work practices. Contribute to the development and delivery of agreed changes.
Budget and People Management Responsibilities
- Approximately £2m bonds per annum.
- Management of enforcement sites to ensure remedial works do not exceed available bond monies.
- Management of NI Water contractor during enforcement procedure.
Other Information
- As this post requires you to travel on official duty throughout Northern Ireland, you must have a full current driving licence or access to a reliable means of transport, which will enable you to fulfil your responsibilities. This is an operational requirement and is essential to meet business needs.

Entry Requirements
Applicants MUST be able to demonstrate in their application and where necessary at interview:
ESSENTIAL CRITERIA
- A 3rd level qualification (e.g., HNC, Level 4 NVQ, higher apprenticeship / HND, Level
5 NVQ / Degree, Water Industry Certificate or equivalent) in a Civil or Building Services Engineering or related discipline AND a minimum of 2 years relevant experience working within the construction, energy, or utility sector to include knowledge of the construction of sewers.
Or in the absence of a 3rd level qualification
A minimum of 4 years relevant experience working within the construction, energy, or utility sector to include knowledge of the construction of sewers.
- At least 1 years experience communicating complex messages clearly and accurately to a range of stakeholders.
- 1 years experience of engaging with and supporting customers in a professional manner.
DESIRABLE CRITERIA
In the event of a large number of applications, in the first instance, candidates may be short-listed on the following desirable criteria:
- 1 years practical experience of performing against demanding SLAs and deadlines.
In the event of a large number of applications, in the second instance, candidates may be short-listed on the following desirable criteria:
- 1 years practical experience in the design, approval, or construction of drainage infrastructure (foul / storm).
In the event of a large number of applications, in the third instance, candidates may be short-listed on the following desirable criteria:
- 1 years practical experience in the use of surface water and drainage design software applications.
