Overview

As Director of Adult Health and Social Care you will provide strategic leadership for a large, complex service across working-age and older adults, driving integration with health partners and system-wide transformation. You will shape council-wide priorities, secure financial sustainability, and champion inclusive, person-centred services across Leeds. You’ll work with elected members, the Chief Executive and partners to reduce inequalities and improve outcomes. This is a high-visibility role with a clear impact on the city’s health and care landscape.

Responsibilities

  • Provide strategic and statutory leadership for integrated services for adults and their carers
  • Lead budget management and cross-Council financial planning to deliver delivery of services within budgets
  • Drive health and care system integration with NHS partners and other stakeholders
  • Champion equality, diversity and inclusion and uphold health, safety, wellbeing and fire frameworks
  • Forge and maintain partnerships with elected members, providers, and community representatives
  • Embed a values-based, person-centred culture and lead organizational change across directorates
  • Shape and contribute to city-wide transformation through the Corporate Leadership Team and Leeds Ambitions
  • Influence national and regional debates on adult social care and local government reform

Key requirements

  • Substantial senior leadership and management experience in adult social care or a related field
  • Ability to manage complex strategies within financial constraints and drive innovative budgeting
  • Experience of cross-agency collaboration and managing political environments
  • Strong communication, negotiation and stakeholder engagement skills
  • Knowledge of local government political systems and performance information related to adult social care
  • Evidence of leading large-scale change programmes and partnership working with NHS, voluntary and private sectors
