Overview
As a Highway Scheme Manager you will lead the safe construction and delivery of carriageways, footways, drainage and related works within the Highways programme. You will work closely with designers, front-line staff and apprentices to ensure outputs meet design intent, safety standards and timelines. You’ll manage projects to programme and budget while engaging a wide range of stakeholders to drive productive outcomes. This is a mission‑critical role in shaping Newcastle’s public infrastructure and urban life, offering meaningful impact and opportunities to lead on city-wide improvements.

Responsibilities
- Lead safe construction and installation works (carriageways, footways, drainage, ducting) and interpret detailed drawings
- Collaborate with designers to achieve successful project outcomes
- Provide guidance to peers, front-line staff and apprentices in line with council policies
- Manage highways projects across the capital programme, ensuring delivery to scope, time and budget
- Coordinate with a broad range of stakeholders to maintain productive relationships
- Lead productivity targets and drive efficient delivery across highway schemes
- Ensure compliance with health and safety legislation and planning/communication requirements
Key requirements
- Experience in Highway Management within a civil engineering environment
- Proven ability to deliver highway construction and maintenance projects to programme and budget
- Strong communication skills and stakeholder management
- Working knowledge of health & safety legislation and regulatory requirements
- Ability to interpret design drawings and collaborate with designers
