Senior Programme Manager – Major Capital Programmes

Overview

In this role you lead delivery of major capital programmes for the Trust, ensuring projects meet time, budget and quality goals. You provide expert programme leadership across multiple workstreams and collaborate with executive leaders, clinicians and external partners to realise benefits. You will shape governance, risk management and regulatory compliance to deliver strategic capital investments. A key aspect is establishing benefits realisation to improve clinical outcomes and operational performance. Responsibilities

• Lead delivery of major capital projects and programmes to agreed quality, financial and performance objectives
• Manage complex, multi-stakeholder capital programmes with significant organisational risk
• Develop and secure approval for SOC, OBC and FBC business cases and ensure alignment with Green Book and Better Business Cases guidance
• Design engagement plans with staff and patients to reflect their needs in delivery
• Advise on regulatory matters and ensure developments comply with legislation
• Establish benefits realisation frameworks to deliver improvements in clinical outcomes, operational performance, patient experience and financial sustainability
• Provide expert programme governance, strategic risk management and options analysis

Key requirements

• Significant experience delivering large-scale capital programmes with substantial organisational impact
• Experience engaging and influencing Executive Directors, Trust Boards and system partners
• Experience developing and securing SOC, OBC and FBC business cases
• Detailed knowledge of NHS capital planning, HM Treasury Green Book, and NHS England Better Business Cases guidance
