Head of Pay Services

Overview

In this role you will lead the Pay Services Department (Payroll, Pensions and Expenses) as a trusted NHS payroll expert within a shared-service setup across three Shropshire NHS Trusts. You drive a cost-effective, efficient service that prioritizes customer satisfaction through a skilled team. You provide technical payroll, pensions and expenses guidance and interpret national and local policies. This position merges strategic leadership with hands-on payroll excellence to support compassionate, patient-centered care.

Responsibilities

• Lead the Pay Services Department to deliver cost-effective, efficient, and responsive payroll services
• Act as the lead specialist for all payroll matters and provide technical advice on payroll, pensions and expenses
• Interpret and apply national and local policies related to pay
• Manage and develop a large, competent team to achieve high customer satisfaction
• Leverage KPIs to monitor and improve service performance

Key requirements

• Masters level qualification in Payroll Management or proven relevant experience
• CIPP qualification with significant post-qualification experience
• Detailed knowledge of legislative regulations relating to pay (tax, NI, sickness, maternity, salary sacrifice, liability orders)
• Expert knowledge of payroll operations and practical experience in running a payroll service
• Proven payroll management experience at senior level within the NHS or a large organisation with a customer-focused service
• Experience leading and motivating a large team through change and implementing KPI-based performance measurement
