Sr. Director, PayPal UK Chief Risk Officer

Overview

As Senior Director, Risk (Second Line of Defense) you will provide independent oversight and governance of PayPal UK’s risk profile, shaping the UK risk framework and ensuring regulatory alignment. You’ll partner with UK and global leaders to identify material risks and drive sustained risk management, safeguarding, and governance across the business. Responsibilities

• Provide independent Second Line oversight across risk domains (Capital, Third Party, Operational, Technology)
• Ensure risks are identified, assessed, monitored and mitigated within UK regulatory scope
• Challenge First Line risk assessments and remediation plans
• Develop and maintain the UK Risk Appetite Framework and KRIs/KPIs
• Drive risk governance and nurture a strong risk culture across PayPal UK
• Serve as FCA Safeguarding Officer and oversee safeguarding controls and regulatory reporting
• Engage with UK EXCO, ARRC, FCA, and other regulators and stakeholders
• Maintain understanding of regulatory expectations for fintech, payments, e-money, and digital financial services

Key requirements

• Significant senior leadership experience in a UK-based, global regulated financial services or payments firm
• Proven ability to influence and manage senior C-suite stakeholders
• Strong understanding of FCA regulatory expectations and the Three Lines of Defense model
• Capability to provide independent challenge in complex regulatory environments
