Commercial Manager

Overview

In this Commercial Manager role, you will lead procurement for Repairs and Maintenance within Housing Services to achieve best value. You’ll shape contract management governance and support strategic procurement decisions with cross-functional teams. The role focuses on delivering compliant, transparent procurement and effective supplier management at scale. You will contribute to social value and sustainable outcomes through efficient tendering and contract oversight.

Responsibilities

• Assist Head of Repairs in overseeing procurement for Repairs and Maintenance to maximize value
• Maintain a contract management strategy with governance and controls
• Support performance reviews, reports and options appraisals for procurement needs
• Coordinate with corporate procurement, finance and legal for concurrence
• Provide contract procurement and payments advice to business leads
• Maintain log of Housing contracts and update electronic contract management system
• Manage DPS procurement for Resident Services and diversify supply chain
• Monitor TUPE risk and maintain anonymised contractor employee data
• Ensure compliance with procurement regs and client policies
• Participate in Tender Evaluation Panels and develop process manuals
• Lead on workshops and maintain versioned procedures
• Oversee work ordering and new supplier procurement
• Assist with novation analyses and senior management reporting
• Set up new placements with budgeting and Oracle codes
• Support social, economic and environmental outcomes in tenders and development activities
• Collaborate with Legal on contract updates and changes
• Produce internal guidance and training on procurement and contract management

Key requirements

• Social housing experience required

• Electronic contract management system
• Dynamic Purchasing System (DPS)
• Oracle (post number, cost code, budgeting)
• Contract management and procurement processes
