HR Consultant – Basildon Borough Council

Overview

In this role you will lead a large-scale restructuring programme within the Housing Service, guiding change with senior leaders and ensuring smooth delivery and embedding of the new structure. You will work in a hybrid setup, partnering with the Executive Director of Housing to manage consultation and engagement throughout the change process. This is an opportunity to shape strategic change in local government and support leaders through a complex transformation. You will operate in a cross-functional context, balancing compliance, stakeholder communication, and organisational outcomes.

Responsibilities

• Lead and support the delivery of a large-scale Housing Service restructure programme
• Partner with senior leaders to develop and implement restructuring proposals
• Support managers throughout the change process, including consultation meetings and employee engagement activities
• Ensure the successful implementation and embedding of the new organisational structure
• Maintain effective communication with stakeholders and employees throughout the programme

Key requirements

• Significant experience as an HR Consultant, preferably within local government
• Proven experience leading and supporting organisational restructures and change programmes
• Strong knowledge of UK employment legislation, particularly relating to organisational change, consultation and redundancy processes
