In the development of such a culture, the post holder will support the Nominated Officer (Fire) in the establishment and maintenance of a director-level Strategic Fire Safety Group, and provide specialist legislative and technical advice to such group members. The post holder will assist and support the team of Fire Safety Advisors in the establishment and maintenance of locality Fire Safety Groups, which will underpin the Strategic Group and provide a forum for addressing fire safety issues at a local level, reflecting the territorial responsibilities of individual Fire Safety Advisors.
Specifically, the post holder will be the lead focus for the provision of specialist fire safety advice and guidance in both a legislative and technical context, to all Senior Management/Directorates, to ensure that NHS Fife meets its statutory requirements in terms of both the Fire (Scotland) Act 2005 and the Fire Safety (Scotland) Regulations 2006.
The post holder will provide legislative and technical advice and guidance relating to the provision of specific measures which are incumbent upon the organisation as a consequence of Schedule 2 to the Fire (Scotland) Act 2005:

- Measures in relation to fighting fires;
- Measures in relation to detecting and giving warning in event of fire;
- Measures in relation to action to be taken in event of fire;
- Measures in relation to the instruction and training of employees.
In relation to fire action measures specified above, the post holder will be responsible for the development and review of all Fire Emergency procedures, both generic and site-specific.
In relation to instruction/training of employees specified above, the post holder will be responsible for the identification and analysis of training needs within the organisation, and for the development, delivery, and monitoring of training programmes to meet such needs and statutory obligations. Such training will reflect not only the duties of the NHS as an employer, but also the statutory duties incumbent upon all employees as individuals; Duty of Care in relation to Fire Safety, and Duty of Co-operation with the NHS as employer.
The post holder will be responsible for implementing and managing a programme of Fire Risk Assessment as part of NHS Fife’s statutory compliance responsibilities and for the development and implementation of appropriate Action Plans to address deficiencies identified during the Risk Assessment process. The remit of the post holder will also include liaison with Scottish Fire & Rescue, as enforcing authority for the aforementioned legislation, in respect of Fire Safety Audits which they may seek to carry out.
The post holder will represent the organisation within external forums, such as the Scottish Fire Advisory Group held under the auspices of Health Facilities Scotland.
