Technical Submissions Manager/ Civil Engineer

CSR with a leading Tier One Civil Engineering Contractor to recruit a Technical Submissions Manager to join its Pre-Construction team. This is an excellent opportunity for a Civil Engineer who understands how projects are delivered on site and wants to play a key role in shaping innovative, practical and commercially competitive solutions that help secure major contracts.
What will you be doing?
Working closely with the Bid Director and the wider Pre-Construction team, you’ll help transform engineering concepts and construction expertise into compelling technical submissions that give the business a competitive edge.
Your responsibilities will include:
- Developing clear, concise technical proposals covering construction methodologies, sequencing, programme strategy and risk mitigation.
- Reviewing tender documentation to identify technical challenges, opportunities and innovative solutions.
- Collaborating with estimators, planners, designers, technical specialists, operations teams and supply chain partners to develop practical, buildable and competitive proposals.
- Contributing to tender submissions and ECI/pre-construction services.
- Attending site visits to assess logistics, access, phasing and construction requirements.
- Supporting client presentations and post-tender interviews, confidently explaining proposed engineering solutions and delivery strategies.
- Coordinating technical input, supporting drawings, logistics plans and construction methodology diagrams.
- Preparing supporting pre-construction documentation, including risk registers and Construction Environmental Management Plans (CEMPs).
- Helping coordinate tender queries, client responses and technical updates to ensure submissions are accurate and complete.
- Sharing lessons learned and best practice to continually improve the quality of future bids.
What are we looking for?
We’re keen to speak with Civil Engineers who combine strong technical knowledge with practical construction experience and an interest in developing solutions at the earliest stages of a project.
You’ll ideally have:
- A degree in Civil Engineering or a related discipline.
- Experience working in a civil engineering environment, with exposure to construction delivery and/or tendering.
- A sound understanding of construction techniques, methodologies and risk management.
- Experience producing technical reports or written engineering documentation.
- The ability to explain complex engineering solutions clearly to both technical and non-technical audiences.
- An understanding of design coordination and value engineering.
- Strong organisational skills, attention to detail and the ability to manage competing priorities and demanding deadlines.
Knowledge of marine, rail, bridge, road or flood alleviation projects would be particularly beneficial.
