Cost Manager/Project Quantity Surveyor – Construction

Overview

In this role you will lead end-to-end cost management for commissions, shaping cost strategies across healthcare, education, HT&M, and retail banking projects. You will collaborate with the project team and clients to ensure value for money, accurate cost reporting, and timely decision-making. You’ll work with bespoke digital tools to drive efficiency, support NewLeaf objectives, and mentor junior staff. This role offers hands-on ownership and cross-functional impact within a global firm.

Responsibilities

• Oversee end-to-end cost management and commission delivery
• Assist feasibility studies and procurement reporting
• Produce final cost plans and leverage The Hive for cost tools
• Tender management including qualification, tender analysis, and contract documents
• Act as contract administrator, manage variances and change control
• Carry out cost checks, valuations, and post-contract reporting
• Input into value engineering and negotiate final accounts
• Interface with client, Project Manager and consultants; collaborate with PM team
• Lead cost management workstreams and mentor junior staff where needed
• Utilise The Hive suite (CostX, Market Rates App, eTender) and Embodied Carbon Calculator
• Support NewLeaf strategy and internal costing/resourcing
• Contribute to marketing, bid documentation and business development
• Knowledge management and process improvement to feed internal databases

Key requirements

• Proven track record in cost management / quantity surveying across full project lifecycle
• Professional qualification (RICS or equivalent)
• Degree or HNC level qualification
• Autonomy, initiative, and ability to work to tight deadlines
• Chartered status in progress or achieved
• Strong organisational skills and ability to prioritise
