Principal Education Property Development Officer

Overview

In this role you lead education capital projects and programmes to deliver pupil places on time and within budget. You will coordinate with schools, consultants, contractors and senior stakeholders to drive refurbishment, expansion and development schemes. The position is part of a collaborative team focused on improving education provision and estate planning in Reading. You will influence procurement, governance and risk management to ensure high-quality outcomes and value for the council.

Responsibilities

• Managing education capital build projects on site from feasibility through to completion
• Leading multidisciplinary project teams including architects, engineers and contractors
• Collaborating with Headteachers, Academy Trusts, Governors and senior stakeholders
• Managing procurement, planning applications and consultant appointments
• Carrying out feasibility studies and supporting strategic education estate planning
• Providing technical building advice and asset management support to schools
• Preparing reports and briefings for senior managers and council committees
• Ensuring compliance with financial, legal and risk management procedures

Key requirements

• Strong construction project management expertise
• Experience delivering capital projects in education or public sector environments
• Relevant degree qualification and professional/technical construction/project management qualification
• Experience managing capital projects across RIBA Stages of Work
• Strong stakeholder management and communication skills
• Experience leading multidisciplinary consultant and contractor teams
• Excellent organizational skills with ability to manage multiple priorities and deadlines
